Lyneham and Bradenstoke Parish Council
The meetings are open to the public and all are welcome to listen to the proceedings, though they are not entitled to participate in the business of the meeting, without the invitation of the Chairman. A Public Question time always precedes the start of the meeting. A representative occasionaly is also available from the Defence Technical Training Centre Lyneham to answer questions. Periodically a member of Wiltshire Constabulary attend the meetings to answer questions on policing matters in the community.

The Parish Council is delighted to announce the trial of a new Parish Office in Lyneham, to provide residents with the opportunity to seek information or raise issues about the Parish with the Parish Clerk, Mrs Deborah Bourne. We hope that the new office will improve communication between the Parish Council and residents, but for those who are not able to make the opening times, the Parish Clerk can still be contacted at any time by email on clerk.lyneham@gmail.com

The office will be open in St Michael and All Angels Church Hall (accessible from the car park) every Tuesday, Wednesday and Thrursday from 10.00am to 12 noon starting 2nd April 2013

What is a Parish Council?

The Council is the lowest tier of local government. The Council normally consists of 11 voluntary Councillors (currently there are vacancies) who are elected for a four year term of office to serve and administer for the needs of the residents of Lyneham & Bradenstoke. In the event of a vacancy occurring a new member is elected or co-opted until the next full election. The Parish Councillors determine and set policy to cater for the social, cultural, welfare and environmental needs of Lyneham & Bradenstoke residents and employ a part time Clerk to the Council to implement policy decisions.

All Councillors adhere to the Parish Council Code of Conduct and complete a Register of Interests. The Councillors have formed into sub-councils to concentrate on in-depth concerns in the local community. The committees are listed here

What does a Parish Council Do?

The council has little power but a reasonable amount of influence. A prime example of this is planning applications. The planning authority is Wiltshire Council, but they give details of every planning application within the parish to the Parish Council for review and will take into account the councillors' comments when coming to a decision.

Similarly Wiltshire Council is the highway authority, but it consults the parish when it's considering any road scheme, for example the placing of double yellow lines, or the implementation of a cycle path.

The parish council is directly responsible for providing the following services to the village:

Play areas throughout the village - including the provision, regular inspection and maintenance of play equipment. Play Areas are situated at Bradenstoke and Pound Close, Slessor Road, Melsome Road, and the Aero Park all in Lyneham.
Allotments at Bradenstoke. (Contact the Clerk if you wish to join the waiting list)
Bus shelters. The Parish Council currently provides 3 Bus Shelters in the village.
Maintains the Village Green
Comments on all planning applications
Promotes Village Projects including Road Safety and Traffic Calming
Supports Village Organisations through Grant Aid. (See the attached Grant Form)
Provides Dog Bins.
Monitors Public Rights of Way.
The Parish Council sets its budget known as Precept each year and this money is collected by Wiltshire Council from the Council Tax.
Audited Accounts are produced each year and are available for inspection by local residents. Details of when this happens are posted on the local noticeboards within the parish villages.

When Does the Council Meet?

The Parish Council meets on the 2nd Tuesday in each month. The meetings are held either in the Lyneham or Bradenstoke Village Hall. Primarily most meetings are held in Lyneham Village hall except the February and November meeting, where the meetings is held at Bradenstoke Village Hall. Grant Applications

The Lyneham and Bradenstoke Parish Council are empowered to give grants to local clubs and organisations under Section 137 of the Local Government Act 1972 as amended by the Local Government and Housing Act 1989.

There are a number of limitations placed on the Council's power the most notable of which are that any grant must demonstrate benefit or some or all of its inhabitants. The size of the grant must also relate to the benefit achieved. You are therefore, encouraged to demonstrate in your application the number of people that will benefit in Lyneham and Bradenstoke from the Grant Aid requested.
