Notice of Meeting
In accordance with schedule 12, para 10(2) of the Local Government Act 1972 – NOTICE IS HEREBY GIVEN that a meeting of Lyneham and Bradenstoke Parish Council will be held on Tuesday, 8 May 2012 at Lyneham Village Hall commencing at 7.00pm
Public Question Time – An opportunity for members of the public to address the Parish Council/Wiltshire Councillor on any Council matter before the meeting commences (limited to 10 minutes). Every effort will be made to give accurate answers to all questions, but in some cases further research may be necessary when an answer will be given as soon as possible.

090/12 Play Areas and Open Spaces
Members are reminded that all Play Area Inspection Forms are to be given to the Clerk before the start of the meeting,
091/12 Calendar of Meetings for the next Civic Year
The Council is reminded that meetings are held on the second Tuesday of each month commencing at 7.00pm. Ordinary meetings of the Council for the next Civic Year are scheduled as follows:
12 June 2012, 10 July 2012, 11 September 2012, 9 October 2012, 11 December 2012, 8 January 2013, 12 March 2013, 9 April 2013, to be held in Lyneham Village Hall.
14 August 2012, 13 November 2012, 12 February 2013, meetings will be held in Bradenstoke Village Hall.
Planning Committee meetings will be held prior to these at 6.30pm.
The Annual Parish Council Meeting will be held on Tuesday 14 May 2013 commencing 7.00pm in Lyneham Village Hall, twelve days after the Local Council Elections in conformity with the LGA 1972.
The Annual Parish Meeting must be held yearly on a day between 1st March and 1st June inclusive. A suggested date would be 9 April 2013, moving the Ordinary Parish Council Meeting on that date to afterwards as previously.
The Council is asked to amend or adopt these dates.
092/12 Election of Planning Committee for coming Civic Year
The Planning Committee for the last Civic Year consisted of Cllrs F Ball, D Bunney, R Glover and J Webb. The Chairman of this Committee was Cllr R Glover.
This is a full Committee of the Council and, as such, will conduct its business in accordance with the Councils Standing Orders. The Planning Committee will meet separately from the Full Council and has delegated authority to make observations on each Planning Application it considers. The Chairman will report Observations made back to the Full Council. There may be occasions when the Planning Committee decide that the Full Council should consider a particular Planning Application, and this will therefore be referred to an appropriate Full Council Agenda.
The Council is asked if it wishes to re-appoint these members or to nominate others.
093/12 Working Groups for the next Civic Year
In order to effect the smooth running of Lyneham and Bradenstoke Parish Council Working Groups have been set up to allow Councillors to develop a specialism in a particular aspect of Parish Council work. The Terms of Reference and suggested Councillor involvement for these groups is attached as Appendix A
The Council is asked if it wishes to appoint the members listed, or to nominate others.
094/12 Items for Update and discussion by Councillors
- Neighbourhood Led Planning
The Council has asked that Neighbourhood Led Planning be a standard item on every Agenda. It is understood a meeting of this group is to take place on Thursday, 3 May 2012.
The Councils representative at this group is Ann Kingdon.
- Lyneham Steering Group
- Commemorative Memorial
Invitations are in the process of being sent out, and it is understood that the Lyneham WI have volunteered to organise the refreshments on the day.
- Housing Needs Survey
There is only one Wiltshire Council Officer who is able to come and give a presentation to the Parish Council and she is on leave at this time. The Clerk has invited her to the Parish Council meeting on 12 June 2012.

096/12 Grant Applications
- Mrs S MacPherson, on behalf of Bradenstoke Jubilee Committee.
Following a previous successful grant application Bradenstoke Jubilee Committee would like to apply for a further grant of £194 towards the purchase of Charcoal for the Communal Bradenstoke BBQ to be held over the Jubilee weekend and some bunting to be used at their Fete and Dog Show on 2 June. The bunting will remain available for use at village events in future years. Appendix B
