MINUTES OF THE PUBLIC MEETING
OF THE LYNEHAM AND BRADENSTOKE PARISH COUNCIL
HELD ON TUESDAY 13th FEBRUARY 2007
AT LYNEHAM VILLAGE HALL

The Meeting started at 7.00pm.

Apologies for absence were received from Councillor D Turner.


2: Chairman's Report:

The Chairman explained that North Wiltshire District Council had offered to transfer ownership of Lyneham public toilets to the Parish Council and if the Parish Council did not accept the offer then the toilets would permanently close in 2007.

The Parish Council would have to undertake to keep the facility open for five years otherwise the District Council would share in any redevelopment value. Should the Parish Council agree to the transfer NWDC would pay a Revenue Grant which would be reduced each year and would also pay a one-off capital grant for improvement works. This could be in the region of £18,500. The existing employee must be retained if he wished and his present contract must be honoured.


3: Register of Interests under the Parish Councils (Code of Conduct) Order 2001:

The current employee was present and he informed the meeting that he did not wish to continue. However he would stay on until a replacement could be found.

The Vice-Chair reported that some residents were unhappy about the facility becoming the responsibility of the Parish Council due to perceived costs but they did not want the toilets to be closed down. However all those residents present at the meeting were unanimous in that the Parish Council should take over ownership of the toilets.

Following further discussion,

IT WAS MOVED COUNCILLOR BALL, SECONDED THE VICE-CHAIR AND RESOLVED 7 IN FAVOUR, 1 AGAINST: "That the Parish Council take over the Public Convenience in Lyneham but register the comment that North Wiltshire District Council should look after what is their responsibility"

The Chairman thanked everyone for attending the meeting.

 

The meeting closed at 7.20 pm
