2. Minutes of the Council Meeting

by Cllr Jardine, seconded by Cllr Potter, all were in agreement. |

4. RAF Matters: |
|
|
Defence Estates are maintaining their position on boundary
responsibility 1m from fence line. They are willing to send
a representative to a Parish Council meeting in January or
February. Clerk to forward meeting dates. NAAFI site has
been re secured – missing padlock.
Cllr Lightowler updated on the recent Area Board meeting,
where the consultant Ian Cambrook employed by Wiltshire Council
to liase with RAF/ Defence Estates has offered to liase between
Parish Council and key contacts. There will be a need for
close dialogue to:
1) ensure good housing keeping in close
down/move
2) the Parish Council will need to hold public
consultations and take feedback to Area Board. There may
be a need to complete a Parish plan. |

5. Police Matters: |
|
Fencing at the NAAFI has been repaired, with
Defence Estates boarding up access from Comet Close. Anti-
social behaviour letters have been circulated via local school
and the Hive. Cllr Lightowler re iterated that the
low level of crime in Lyneham and Bradenstoke is a credit
to the local policing team. |

6. Reports from Wiltshire Councillor: |
|
|
Anti- social behaviour is on the agenda for the next Area
Board meeting, speed consultation for A and B road – dvd
to be circulated and Parish response required by 5th February
2010. Area development framework questionnaire to be completed
by the end of December 2009. |
|
7. To Receive Public Questions: |
|
No questions. |

8. Matters Arising from Previous Meeting: |
|
|
a. Market Cross/ War Memorial Bradenstoke – Invoice
to be sent to Clerk, once works completed. Mortar taking
considerably longer to dry out due to the recent inclement
weather.
b. Recycling Points – The recycling bins have been
removed from the Naafi site, due to the installation of the
security fencing. Hills Kerbside recycling would like to
remind that every household can have 2 black boxes, and additional
recycling will be collected if placed in clear bags, so that
the contents are visible. The suggestion of using the “pull
in” on the
Chippenham Road, would be subject to a planning application,
and possibly encourage fly tipping.

9. Public Toilets: |
|
|
Wilkins invoice has been paid by the Parish Council, and
invoice to Wiltshire Council currently awaiting payment.
Cllr Lightowler updated meeting on recent correspondence
with Wiltshire Council, to clarify grant payments, legal
agreement. Cllr Potter stated that he felt the male/female
signage was inadequate. Cllr Lightowler to review. |

11. Highway Matters and Transport: |
|
|
a) Highway and Transport matters – Wiltshire Council
speed review consultation for A and B road – dvd to
be circulated and Parish response required by 5th February
2010.
b) Lyneham Banks – no update available
c) Traffic survey update – Cllrs Ball, Bunney & Potter.
Cllr Bunney has requested not to be involved further due
to work commitments. Cllr Potter to update at the next meeting. |

12. Play Area & Open Spaces: |
|
|
a.
Play Area Updates inc Safety Inspections - Pound Close,
metal bar on fence damaged – quotes required.
Litter and fly tipping an issue. Bradenstoke – outstanding.
Aeropark - no issues to report.
b. Play area strategy update – Cllrs Jones & Lightowler,
original strategy has been shared, update required at
next meeting.
c. A request has been received to purchase an area
of The Green to build a 3 bedroom house. Cllr Lightowler
requested that Cllrs considered the request and that
it will be an agenda item at the next meeting.

13. Allotments: |
|
a. Tenancy renewal update - all monies received
b. Stevie
Palmer to look at Allotment Association in the new year,
Parish Council will pay hall hire costs for the meeting.
Cllr Jones and the Clerk will support if required. |
|
14. Finance and Administration: |
|
|
a. Accounts and Budget review - Bank balance of £34,764.15.
The Clerk has contacted HSBC, Wootton Bassett to open a new
Community account to transfer funds from Bank of Ireland,
all 4 signatories need to attend with proof of identity.
Clerk to arrange for January 2010.

c) Grant applications – none received,
a letter of thanks received from the 1st Lyneham Brownies.
d) Proposed Precept and budget – a working document
was circulated to Cllrs present, with budget analysis and
year to date spend. It was agreed to keep the precept at £30,000
as per this financial year.
