The Meeting started at 7.15pm. The Chairman opened the meeting by wishing all present a merry happy Christmas.

Minutes of the Council Meeting held on of the meeting held on the 11th November 2008 having been circulated were amended, approved and signed.

4. RAF Matters:

The Clerk updated the Council on behalf of the RAF:
1. Planning applications for the NAAFI and Pintail Court are now on hold pending their review of sale, RAF are currently awaiting a decision from the Chief Executive of Defence Estates as to whether they should be sold now or wait for a decision on the basing of helicopters.
2. Green Square contact details have been forwarded to Defence Estates, but Defence Estates have been unable to make contact.
3. Military Mechanical Transport staff have been asked to avoid the Bank road, most of their heavy vehicles are airside. It was to be noted that there was no control over civilian organisations delivering to RAF Lyneham
Chairman Petch has asked the Clerk to look into the possibility of having the Pintail Court area registered as a playing field, as it has been an open space for 20+ years.


5. To Receive Public Questions:

Bradenstoke solar lights have been reported to be out of sequence. Cllr J Webb to make contact with Clarence.


6. Police Matters:

[Top]

It was reported that there has been a massive impact following the issue of banning notices, play areas have been quiet on an evening, and local residents have reported an improvement to their quality of life. Chairman Petch read out a letter received from one resident of Eider Ave. In addition, a letter was read out by the Chairman regarding one of the letters, it has been confirmed by the local Policing team, that this individual was included in error, comments have been noted and Chairman Petch will speak to parents concerned.
Cllr Jardine congratulated PC Brown on his recent award, and a request was made of the Clerk to send our  praise from the Parish to the Chief Constable.
The policing team have asked that the Council write to both Co-Op and Tesco, to ask if they could lock their waste bins at night as food is being  taken and  littered through out the village.


7. Finance and Administration:

a) The Clerk updated the Council on the current financial postion, and on the forecasted balance for the end of this financial year.

b) A detailed analysis was circulated and it was decided that a precept of £30,000 would be requested from NWDC for the year 2009-2010. This was proposed by Chairman Petch and seconded by Cllr J Webb. It was to be noted that the £10,000 allocated to Street Lighting, may be transferred to the Play area line if major updating work is required.

Grant Aid application received from Victim Support -£50 donated.  An Application received from The Hive to assist with purchase of Baby equipment, £300 has been agreed, proposed by Chairman Petch, seconded by Cllr Ball. The Parish Council can purchase on behalf of YELL, as VAT can be reclaimed, Clerk to be advised when funding complete.
It was agreed by  the Council that the Clerk can spend  up to £100 as required, rather than waiting for approval at the monthly meeting. Chairman to be advised as necessary.

Cllr T Webb will look into Deeds from the sale of land on Calne Road, to establish ditch ownership

8. Matters Arising from Previous Meeting:

Clerk to contact WCC regarding the proposed Cycle stands on Lyneham Green. All Cllrs present agreed regarding their installation.
Tree Preservation Orders - Pintail Playing Field - now issued.
Clerk applied for permission to maintain some of the trees on Lyneham Green that have TPOs.
Bradenstoke fingers posts have been completed, awaiting installation ( Note completed 10 Dec 2008)


9. Public Toilets:

[Top]

Cllr Lightowler updated that the transfer documentation had not yet been received from NWDC, once received the Clerk will get it signed and returned ASAP. Once documentation received, Cllr Lightowler will make further contact with Wilkins. It was discussed at length that the actual cost of providing the toilets far out way the grant received. The Council have made a provision in the 2009-2010 precept to cover unplanned  costs.

Clerk advised that Public Liability certificate has now been received from Cleaner.

11. Highway Matters and Transport:

[Top]

a) Bus Shelters (Slessor Road, Preston Lane, Bradenstoke)  - Panel replaced by Cllr J Webb .
b) Seats - Church End Bench has been  reinstated and secured - Cllr T Webb.
c) Maintenance Issues in Pound Close ( including Ditch) - No update- Dist Cllr Bucknell to follow up.
d) Other highway and Transport matters
Quotations for car stickers received, sample art work to be provided by one supplier for discussion at the next meeting.
Cllr Palmer reported a large pothole to Clarence in Bradenstoke on 13 Nov, advised that it has been programmed for maintenance  ref 339381.
e) Hedging and Ditching
Quotations received for ditching  to be cleared - work to be undertaken by K Iles. The hedgerow at Church End Mews still has not been completed, work to be reallocated to K Iles.


12. Play Area & Open Spaces:

a) Lyneham Green  - No issues
b) Pound Close Play Area - Maintenance Issues
 Inspection report has been analysed in comparison to ROSPA inspection, some equipment needs updating and/replacing. Clerk to get catalogue from Wicksteed.
Inspection reports to be completed in January - Cllr Palmer - Bradensoke, Cllr Ball - Aeropark, Cllr Lightowler - Pound Close.


13. Allotments:

There are 12  people on the waiting list. No update was available on the drainage at the Allotments, as this is being managed by Cllr Bullock. The Clerk updated the meeting regarding comments made on website, re the Council allocation of Allotments - noted.


14. Councillors’ Observations & Items for Next Meeting:

Cllr J Webb stated that a request may be received to assist with the purchase of scalping for Barton/Boundary Close .
Cllr Jardine mentioned that the Hedging at the Bus stop near the Church needs strimming - Grass contact now complete until April 2009.
