4. RAF Matters:

a. To welcome the RAF Representative – no representative was able to make the meeting due to preparations for a repatriation ceremony.
b. To receive questions on RAF Matters (including leased land) - Issues were raised about the state of the former NAAFI and surrounding areas. The RAF have confirmed ownership of the roadside fence from the Main Gate to Melsome Road. Discussion also took place about establishing a true copy of the extent of MOD ownership in the Lyneham Area.

Resident of York Road - Street lights out - Suggest this is a Defence Housing Issue and roads are not adopted by WCC?


6. Police Matters:

a. To welcome the Police Representative – No representatives were present.


7. Matters Arising from Previous Meeting:

Cllr J Webb reported that notice had been given for the closure of Bradenstoke Post Office.

10. Highway Matters and Transport:

[Top]

a. Bus Shelters (Lillybrook, Slessor Road, Preston Lane) The new shelter has been installed at Lillybrook. Cllr Petch to lead a work party to relocate panels from the Bradenstoke shelters to others within the village. Messrs Burchell to be thanked for their assistance in siting of the new shelter.

b. Seats – No items to report,

c. Maintenance Issues in Pound Close (including ditch) - Discussions continue as to the ownerhip of the ditch.

d. Other highway and transport matters. Water on Lyneham Banks – a discussion took place about the number of springs and blocked or ineffective culverts. It was agreed that WCC be asked to advise what actions are planned.


11. Play Area & Open Spaces:

a. Lyneham Green – No issues to report

b. Pound Close Play Area (Maintenance Issues) No matters to report.

c. Bradenstoke Play Area (Maintenance Issues) It was agreed to accept the quote from Mr Harper for 5 days work (£450) to lay the hedge and clear the ditch alongside the dog walking field. Proposed by Cllr T Webb and Seconded by Cllr J Webb.

d. Grass Cutting Contract and Issues. No issues to report

e. Pintail Court Project. A decision on the final slice of money required is awaited by the end of December.

f. Pintail Court Playing Field – No further matters to report.


12. Allotments:

a. Allotment agreements 2007-2008 have been distributed. Cllr Miss Palmer and Cllr Bullock have spoken with those who had not yet renewed or wished to be considered for an allotment. All vacant allotments will be let from January 2008. All new allotment holders will received half a plot with an opportunity to upgrade after one year.

b. Maintenance Issues. It was agreed that Mr Harper be approached to quote for the cutting of the hedge.


13. Finanace and Administration:

a. Accounts & Budget Review took place.

b. Setting Budget and Precept for 2008-2009 was discussed and deferred to the January meeting.

c. Payment of Invoices; The following were approved for payment as signed by Cllr Petch and Cllr Potter – English Garden Carpentry Ltd £4387.50 2.12 (675), Colin Cowdry £685.50 (676), Envisage £741.61 (677), Clerk £292.80 (678).

d.. Correspondence received – to review the list

14. Councillors’ Observations & Items for Next Meeting:

[Top]

Cllr J Webb – raised awareness of a Charity Games night at the Cross Keys.
Cllr Mrs. Jardine – Tops of Bus Stops are dirty meaning that they remain lit all day.
Cllr Mrs. Turner – rubbish in the garden of a private house in Pound Close
Cllr Miss Palmer and Cllr Petch updated the meeting following their attendance at discussions about setting up a fourth Community Link scheme in the area. A further meeting is planned in the new year.

A complaint has been received about the blocked footpath from Crash Gate 6 towards Foxham.
Building work has been started at Foxleigh, Lyneham (but not recent planning application was recalled)
Mr Cole has cleared a piece of a tree blown down on the Green
