4. RAF Matters:

[Top]

Manhole cover at Bradenstoke ownership now established to WCC, job number allocated.
Planning applications for the disposal of the NAAFI  and the land at Pintail Court Field will be submitted by the end of the month, they will most probably go to the open market next year.
Hedging at Melsome road/C side gate and Bradenstoke Junction has been maintained..
Greensquare have been trying to make contact with MOD re Parish Council request for housing development at the NAAFI,  rather than in Pound Close. Sqn Ldr Rae offered to forward contact as received.
Andy Humm asked the RAF, following the meeting re Lyneham Banks, if Military HGV’s could not to use the Bank road wherever possible, due to the on going problems of slippage. Possibility that there may be a 7.5t weight restriction issued .


5. To Receive Public Questions:

6. Police Matters:

[Top]

Request received from the local Policing team prior to meeting to issue banning notices for a period of 30 days to 12 individuals, some of whom caused damage in Aeropark, others for being under the influence of alcohol. There have been a number of complaints from residents surrounding the park, that their quality of life was being interfered with, due to bad behaviour and language. PC Brown supplied copies of Police documentation, to assist with drawing up the banning notice. Formal request letter to be provided to Clerk by PC Brown.

It was proposed by Cllr J Webb that the offenders caught would be banned from the Aeropark, or Slessor Park (in respect of the individuals) for a period of 30 days. Seconded by Cllr T Webb, and all other Cllrs present were in agreement. PC Brown has offered to deliver the banning notices once provided by the Clerk.

Cllr J Webb thanked the Local Policing team, for the prompt removal of the abandoned vehicle near the main roundabout last month.


7. Matters Arising from Previous Meeting:

Bradenstoke shelter to be relocated - Cllr T Webb and R Harper
Church End Bench to be reinstated and secured - Cllr T Webb and Cllr Potter
Tree Preservation Orders - Pintail Playing Field - Planning  officer has visited the site, and they are very keen to issue TPO’s as the trees are very well established. It is now in the hands of the legal dept at NWDC and Crown Estates. Chairman Petch requested that Clerk applied for permission to maintain some of the trees on Lyneham Green that have TPOs.
Quotations for car stickers received, sample art work to be provided by one supplier for discussion at the next meeting.
Further correspondence received from residents in Webbs Court regarding the overgrowth at rear of their properties, they are trying to establish boundaries.


8. Public Toilets:

Cllr Lightowler updated progress to date on toilet transfer, Full Names required to be supplied by the Chair, and Vice Chair to NWDC, to enable Legal Agreement to be drawn up. Action - Clerk.

NWDC have requested that the transfer document and the Financial funding documentation are provided separately, for administrative ease. The Parish Council have opted for the longer option on the grant funding. Once documentation received, Cllr Lightowler will make further contact with Wilkins

Clerk advised that Public Liability certificate still outstanding from Cleaner - Clerk to make contact.

10. Highway Matters and Transport:

a) Bus Shelters (Slessor Road, Preston Lane, Bradenstoke)  - quotation received to replace damaged panel in the Bradenstoke Shelter, Supply and carriage to site, £90, supply and installation £935. Cllr J Webb has kindly offered to install, Chairman Petch will assist if required. Clerk will place order asap.

b) Seats
1.Bradenstoke Bus shelter  - Cllr T Webb on going by end of November
2.Church End Bench to be reinstated and secured - Cllr T Webb and Cllr Potter, by next meeting

c) Maintenance Issues in Pound Close ( including Ditch) - No update

d) Other Highway and Transport matters Quotations for car stickers received, sample art work to be provided by one supplier for discussion at the next meeting.

e) Hedging and Ditching Cllr Palmer asked when ditching will be cleared, as it was discussed earlier in the year. Clerk to get quotations, Cllr Palmer to supply map of area to be cleared. Cllr Potter advised that the Environment agency requests that all soil removed now must to taken away.


11. Play Area & Open Spaces:

a) Lyneham Green  - No issues

b) Pound Close Play Area - Maintenance Issues  - Inspection report to be looked at and damaged equipment to be identified.

c) Bradenstoke Play Area - No issues

d) Aeropark Play Area - As per Police Matters.

e) Grass Cutting Contract Quotations received. It was decided that Plandscape were too expensive, the  cheapest contractor was the current one, Envisage, however the standard of cutting this year was not acceptable. This was raised with Envisage by the Clerk on a number of occasions. It was decided to offer the 3 year contract to K Iles. All Cllrs present  in agreement.

Ron Harper provided a quotation to cut the Bradenstoke Cemetery at £70, for the next three years, this also was agreed by the Cllrs present.

f) Victoria Drive Open Space - Clerk has contacted  NWDC , awaiting communication from Legal department. No further update.


12. Allotments:

There are 9 people on the waiting list. No update was available on the drainage at the Allotments, as this is being managed by Cllr Bullock.

Allotment holders Diment and Walker have requested placing sheds on their allotments, and holders Boyd and Woods want to place Tool stores. Permission granted.


13. Finance and Administration:

a) Accounts and Budget Review:
Grant Aid application received from Link 6 - Good Neighbour scheme, £50 donated.
Application received from Lyneham Village Preschool to replace gate into garden, Clerk to make contact as amount not specified.

b) Setting Budget 2009-2010 Clerk provided analysis to date, and proposed budget and precept submission, Cllr Ball was concerned about the level of funds to be allocated to the Lyneham Toilets. Cllr Lightowler suggested that all Cllrs present looked at the propsed budget, and it will be revisited  and agreed in the December meeting.

14. Councillors’ Observations & Items for Next Meeting:

Cllr Palmer asked that when Toilets have transferred, who from the Council would be prepared to manage problems, i.e. Plumber call outs, Chairman Petch volunteered.
Cllr Palmer also asked if the Parish Council would consider a remembrance wreath for Bradenstoke, this was agreed.
Cllr Palmer stated that she did not receive the Bradenstoke planning.
Cllr Jardine mentioned her concern regarding the hedgerow at Church End Mews - in hand.
