Minutes of the Council Meeting held on of the meeting held on the 9th September 2008 having been circulated were amended, approved and signed.

4. RAF Matters:

[Top]

Manhole cover at Bradenstoke ownership now established to WCC, job number allocated.
No further complaints re-dog noise, possibility of looking for funding to replace fencing by dog pound.
The disposal of the NAAFI site is scheduled for this financial year, future of Church and the Scout Hut is still to be determined. The land at Pintail Court Field will be put for sale in the next financial year, 2009/2010. These will go to market with outline planning permission.
Cllr T Webb advised the RAF that his fencing at Lancaster Square has not been replaced.
Cllr Palmer asked if the hedging along the camp at the Bradenstoke junction could be revisited to enable visibility on to road junction.
Definitive Mapping exercise still on going, no timescales available.
Cllr Bunney asked about the ditch between 47AD has not yet been cleared.
A Humm mentioned that hedging at Melsome Road/C side gate is very overgrown and in a poor state of repair.
Bonfire Night 5th Nov, Slessor, open to general admission.


5. To Receive Public Questions:

Vegetation outside Church Farm Mews overgrown - under private ownership.
Bus shelter lights to be reported to Clarence
Andy Humm will be running a celebration of village life, in Lyneham Library, dates to be confirmed


6. Police Matters:

[Top]

Damage to Bradenstoke Bus shelter has been reported.
Gazette and Herald have contacted Police regarding Banning notices, Cllr Lightowler to contact G&H. Copy of Byelaw provided to the Police.
Play park closure signs have been vandalised, removed and replaced. Damage to some of the park equipment and litter bin stolen.


7. Matters Arising from Previous Meeting:

Bradenstoke shelter to be relocated - Cllr T Webb and R Harper
Church End Bench to be reinstated and secured - Cllr T Webb and Cllr Potter
Tree Preservation Orders - Pintail Playing Field- Clerk has contacted NWDC, planning  officer will survey site and feed back to Clerk.
Speed signage - Possibility of placing advertising boards on land owned by PC, however with current expenditure this financial year - put on hold. Clerk to get quotations for car stickers that can be distributed through out the villages.
Clerk has received correspondence from residents in Webbs Court regarding the overgrowth at rear of their properties - following letter from Clerk. Boundaries to be checked and ownership established.
Chairman Petch advised that the Link 6 Good Neighbour scheme has been established. Contact Cllr Bucknell for further detail.


8. Public Toilets:

Cllr Lightowler updated progress to date on toilet transfer. Updated transfer document received, which covers PC requirement.  NWDC have responded in respect to the revenue grant that has been reduced due to the delay in transfer. Transfer can now proceed.  All Cllrs were in favour, motion agreed.
PC will need to look at Precept from 2010 to ensure enough funding available for maintenance.
Clerk advised that Public Liability certificate outstanding from Cleaner - Clerk to make contact.

10. Highway Matters and Transport:

a) Bus Shelters (Slessor Road, Preston Lane)  - no update

Cllr J Webb updated re Finger Posts - Still on going (after 16 months)

11. Play Area & Open Spaces:

a) Lyneham Green - No issues

b) Pound Close Play Area - Maintenance Issues - Inspection report to be looked at and damaged equipment to be identified.

c) Bradenstoke Play Area - Some additional graffiti on equipment.

d) Aeropark Play Area - Damage to a number of pieces of equipment, including signage and litter bin.

e) Grass Cutting Contract and Issues . Area of land at Church end Farm needs grubbing out in Autumn, quote has been obtained from Ron Harper £15 per hour to include all removal of growth.
Grass cutting contract up for renewal, Clerk to contact a number of cutting contractors to get an annual and a 3 year price. Area to be cut as current contract.

f) Cllr Play Park safety inspections  re- instated , all complete this month. Annual  Rospa Inspection received, Clerk to send copy to RAF.

g) Victoria Drive Open Space - Clerk has contacted  NWDC , awaiting communication from Legal department.


12. Allotments:

There are 9 people on the waiting list. All monies received for the 2008-2009 tenancy year.
One plot has been re issued to 2 new holders. Thanks to Cllr Palmer and Bill Wheeler for all work done in clearing the vacated plot.

Cllr J Webb raised concern about bonfires that took place on allotments over weekend, Cllr Palmer and Cllr Bullock apologised for any inconvenience caused, however burning/clearance needed to take place. Bonfires will be permitted to continue with respect to the local residents.

Letter received from Mr R Luffman regarding encroachment of allotments, and overgrown hedging. Clerk to identify hedge ownership.


13. Finance and Administration:

All monies banked, Budget meeting to be held in November, Clerk to look at areas of excess expenditure to include in new Budget for 2009-2010.

Grant Aid application received from Citizens Advice Bureau for North Wilts, £250 donated, Proposed by Cllr Lightowler and seconded by Cllr Turner.

14. Councillors’ Observations & Items for Next Meeting:

Road slippage on Lyneham Banks. Meeting to be scheduled by Cllr Bucknell
Cllr Palmer raised that the boundary between Church Park and the Allotments - ownership to be established
Cllr Palmer said that a quotation will be received by the PC for a new notice board for Bradenstoke.
Cllr Palmer stated that she did not receive the Bradenstoke planning until meeting, Cllrs concerned to ensure that all plans get distributed in time.
Cllr J Webb stated that there will be plastic and cardboard recycling points opening in Calne, W Bassett in near future.
