4: To fill casual vacancies

 

Three candidates had applied to fill the three vacancies. These were Ms V A Ingall, Mr M White and Mr K Witts. The candidates answered questions put to them by members of the Council, following which the Chairman asked members to vote by a show of hands for the candidates seeking co-option to the Council.

Ms Ingall: It was unanimously agreed that Ms Ingall be co-opted onto the Council.
Mr White: It was unanimously agreed that Mr White should not be co-opted onto the Council.
Mr Witts: It was unanimously agreed that Mr Witts be co-opted onto the Council.

The Chairman congratulated Ms Ingall and Mr Witts and they took their places as councillors having signed the Declaration of Acceptance of Office.


5: RAF Matters:

a) To welcome RAF representative
Squadron Leader Martin Young gave his report as follows:

“Apologies that I was unable to attend the meeting on 8th August but I was recovering from an operation.

Still waiting to hear from WCC Highways Dept about when the revised speed restrictions on the A3102 were likely to come into force. (Aware that Mr Andy Humm has attempted to hasten them by email)

I am very pleased to report that our Unit Beat Officer – PC ‘Jarra’ Brown has just started work at Lyneham this week and will be visiting various local contacts to develop mutually beneficial relationships. Although his work will primarily be on the Station and around Families’ Quarters areas, his presence should pay dividends for the whole of the Lyneham community (unless they break the Law!). Clearly, it will take him a little time to settle in and make his presence felt – I do not wish to raise unrealistic expectations.

Criminal damage – several of the bollard lights leading to the Youth Shelter on Slessor Rd playing field have been vandalised (believed to be over the last weekend). The bollards have been knocked over despite their concrete bases, revealing electrical cables underneath (these have now been made safe).

Another bit of good news is the improvement to the Route 55 and 55a bus service, which goes through Lyneham. The RAF Community Development Worker (and others) played a key role in getting this improved service, which will benefit many in the local area.

From Thursday 7 September - for the next 2 weeks - there is likely to be an increase in flying activity in the local area which may include early morning and evening flights. These aircraft are US Air Force Hercules (very similar to our own). The extra activity will be as a result of an American exercise which is taking place in the UK. US Air Force and Army personnel may be seen in the village.

I can confirm that our Grounds Maintenance Contractors have been asked to ensure that noise is kept to a minimum, early on Saturday mornings.

Confirmed that the RAF Lyneham Bonfire and Firework Display will be held on Friday 3 November. Although the fireworks are paid for by RAF Lyneham welfare funds, friends, neighbours and families from Lyneham and Bradenstoke are very welcome, free of charge. Once again hot food will be provided from 3 BBQ points – all profits this year will go to local charities (including the Lyneham Scout Group). Approximate timings – food available from 5 pm, bonfire lighting 6pm, fireworks 6.30pm.

b) To receive questions on RAF matters:
I was asked to examine the possibility of the RAF moving the bench seat located at the end of Preston Lane to the grassed area at Bradenstoke Corner – will report back at the next meeting.

There was a complaint that HGVs were parking for several nights in the old NAAFI car park. PC Brown will include this area on his patrols but the RAF cannot justify expenditure at the moment to put up barriers or height restrictions to prevent HGVs using this site. The RAF had no objections to removals vehicles using this location prior to delivery of furniture; the alternative would be that they would probably park in the narrow roads around Lyneham - creating a greater hazard.

There was concern that on Families’ Day Wilts Police had placed no parking cones in the road gutter outside the station main entrance along the Calne Rd – thus reducing the width of the road. Several cones had been knocked over by heavy vehicles, causing difficulty for other road users. I will pass on these comments to the Police.”

The Chairman thanked Squadron Leader Young for his report.


6. To Receive Public Questions:

Relocation of bench seat from Preston Lane to Bradenstoke Corner - Mr Blundell questioned the need to remove the seat from Preston Lane since it was well used and he did not believe this action would resolve the vandalism problem in the area.

Mr Stark spoke in favour of removing the seat from Preston Lane for the community’s safety following the recent spate of vandalism since youths congregated on the seat and had behaved antisocially. They had caused damage to a nearby bus shelter and to the area around the seat. He requested that the Council ask the police for assistance. This was agreed. Action: Clerk It was noted that this matter would be considered later in the meeting.


7. Matters Arising from Previous Meeting:

a) Lyneham Green - Ceremony on 15th September - The Clerk reported on the progress to date. Guests included Mr John Dowsett of Community First and Mr Bernard Reed of Viridor Waste Management. The local press would be in attendance and local residents had been invited. The village hall had been booked and the Vice-Chair would organise the refreshments.

Mr Humm had written about the organisation of “A Celebration of Lyneham Village” presentation to take place on his website later in the month.

b) Update on lights suggested for Bradenstoke T junction - The underground services search was almost complete and it was hoped that the lights would be installed shortly.

c) Notice board repairs - Cllr Bunney had the matter in hand. Action: Cllr Bunney

d) NWDC - decision to close public toilets - Councillor Bucknell had reported on the decision to keep the conveniences open full time for the remainder of the year. There would be a further report next month.

e) Further consideration of Council’s own website - Cllr Lightowler’s investigations are progressing. Action: Cllr Lightowler

f) NWDC - Clean Neighbourhood & Environment Act 2005 - including Dog Controls - Cllr Bucknell had sought advice from Clyffe Pypard and the information was noted.

g) Request for memorial bench for Mr Stanley Taylor - Cllr Bunney agreed to speak with Mr Brannick. Action: Cllr Bunney

h) New parsonage plans: Request for access across Lyneham Green - Mr & Mrs Stewart had agreed to pay the £3,500 fee plus costs as requested. Quotations had been received from solicitors willing to draw up the documentation:-

Gough of Chippenham - £180 per hour + VAT + Disbersements;
Awdry Bailey and Douglas - £150 per hour + VAT + Disbersements;
Rayners of Chippenham - £150 in total + VAT + Disbersements.

IT WAS MOVED THE VICE-CHAIR, SECONDED COUNCILLOR POTTER AND RESOLVED UNANIMOUSLY: "That Rayners’ quotation of £150 plus VAT plus Disbursements to draw up the documents relating to access across Lyneham Green be accepted ." The Clerk is to inform Mr & Mrs Stewart's solicitor. Action: Clerk

i) Parking of cars for sale on common land - No reply had been received. However the garage manager had spoken with the Chairman and had since moved back the cars from common land.

j) Tree works required on Lyneham Green - Mr Harper had removed the tree growth for £30.

k) Ditch clearance adjacent to Pound Close - Westlea had insisted that they were not responsible for the ditch. However several councillors believed that this was not the case and the Clerk is to write back to Westlea. Mr Luffman had also written to complain about the state of the ditch. The Clerk is to write back. Action: Clerk

b) Correspondence re. 06/02092/FUL - new house at 50 Britannia Crescent - Mr Harry of 20 Britannia Crescent wrote that he and several neighbours were objecting to the application for several reasons. It was noted that the road and surface water drainage is owned and funded by the Britannia Crescent Residents Company and the water is also privately supplied via the RAF base and it was believed that the Residents Company was unlikely to approve access to these facilities. The Clerk is to write back to the resident. Action: Clerk

9. Highway Matters & Transport:

a) Request for bus shelter at entrance to Lillybrook Estate - Cllr Potter had been promised that a site plan would be provided. He would ask again. Action: Cllr Potter

b) Preston Lane bus shelter -

i) Vandalism - The Chairman reported that the bus shelter had received damage to three out of four Perspex windows and he had since removed all the windows for safety.
ii) To consider re-siting of seat - Following damage to the bus shelter vandals had ripped up paving slabs from the site and thrown them into the road and had also stripped bark from a tree. Local residents complained of youths congregating around the seat, with excessive noise and loutish behaviour.

IT WAS MOVED THE CHAIRMAN, SECONDED COUNCILLOR POTTER AND RESOLVED FIVE IN FAVOUR, THREE AGAINST: "That the seat be removed and re-sited at the Bradenstoke corner.”

It was hoped that the RAF would be able to relocate the seat. It was further agreed that the seat could be replaced with another on the opposite side of the road in the future if it was felt appropriate.

Mr Wright had reported that the bus shelter opposite Piggys Café had also been vandalised. It was agreed to inform North Wiltshire District Council. Action: Clerk

Mr Wright had also asked to see the map of The Green showing new ownership. However it was agreed to point out that it would be cheaper for Mr Wright to download the map from the Land Registry website since the Council must charge administration costs. Action: Clerk

c) Overgrown hedges/pavements - These had been reported and action taken.

d) NWDC - Parking regulations - visit from Parking Warden - Cllr Bucknell had offered to request a visit to the area around Piggys Café and it was agreed to seek morning visits. Action: Clerk

e) WCC: A3102 - signing of the bend at The Green - Consideration would be given at the time the signing for the proposed 40mph speed limit is undertaken. It was anticipated that the new speed limit would be in place by the end of the year.

f) WCC: Wiltshire Local Transport Plan - Delivery Report - Copies of the document were available. Cllr Ball offered to download the report. Action: Cllr Ball

g) Other maintenance issues: Reinstatement of grassed area at entrance to Victoria Drive - Cllr Bunney had informed the Clerk that the seeding of the area had left tall weeds which were affecting the sight line for drivers leaving Victoria Drive. The Clerk had reported this.


10: Play Areas and Open Spaces:

a) Play area strategy - A meeting of the Working Party had taken place recently and another would be held shortly. It was noted that Ms Lisa Mitchell would be invited to attend this. Action: Cllrs Jardine/Lightowler

b) Play area - replacement litter bin - The bin design was now obsolete. The Chairman believed it might be possible to make a new liner and said he would investigate. Action: Cllr Petch

c) Clearance of hedge/ditch Bradenstoke Play Area - It had been agreed earlier in the year that this work should be dealt with as a winter project. It was agreed to seek quotations for the work. Action: Clerk

d) Clearance of undergrowth at Pound Close Play Area - It was agreed to seek quotations for the work. Action: Clerk

Local parents had asked if the two bench tables/seats at Bradenstoke Play Area could be concreted down. It was agreed to seek quotations for the work. Action: Clerk
