4: RAF Matters: |

| a) To welcome the RAF Representative
- The Chairman welcomed Wing Commander Faulkes.
Wing Commander Faulkes was still concerned about the litter
problems by the youth shelter. The zebra crossing is due to
be installed next week.
b) To receive questions on RAF matters - Cllr Plested
asked why residents had not been invited to the RAF Family
Day since he believed they would like to have been involved.
In addition he felt that the event had not been advertised
properly. Wing Commander Faulkes said it would have been good
to have residents attend but there would have been a huge
problem with security and insurance underwriting. Following
a discussion she said she would look into the possibility
of a viewing area for residents to see the flying displays
next year. The bonfire night celebrations on Friday 4th November
would be open to residents. Mr Humm mentioned that the Lyneham
Junior School drop-off point had been relocated to Pintail
Court and there were no signs warning of this. Wing Commander
Faulkes informed him that this was not an RAF matter.
The Chairman thanked Wing Commander Faulkes for attending
the meeting. |

Cllr Elford asked if the RAF police are still active in the
area. It was believed that they are.
Mr Humm reported that Preston Lane hedgerow had still not
been cut. It was agreed to ask the developer to do this. Action:

There were various water leaks and it was asked if they could
be reported. It was agreed to do so. Action:

The poor condition of footpaths in Preston Lane and on the
Chippenham Road are to be reported. Action:

It was noted that cars are speeding in Preston

8: Matters Arising from Previous Meeting: |
|
| a) Lyneham Green
i) to approve finalised copy of plan of land to be purchased
- awaiting information from JCP Commercial.
ii) to pay funds required to purchase land - awaiting information
from JCP Commercial. However:
IT WAS MOVED THE CHAIRMAN, SECONDED THE VICE-CHAIRMAN AND
RESOLVED UNANIMOUSLY:
“To sign payment for purchase costs to date of Lyneham
Village Green.”
iii) Report on inspection of the Green - to be deferred
until purchase complete.
b) Litter
i) sponsorship of bin - Awaiting contact from possible
sponsor.
ii) rubbish found at Teal Avenue - Cllr Bucknell had researched
this and found that there would have to be much more proof
before anything could be done about it. It was agreed to
pass on this information to Wing Commander Faulkes. Action:

c) Youth Club - correspondence re. attendance at council
meetings - Awaiting comments from youth club.
d) Information on lights suggested for Bradenstoke T junction
- Members considered the information provided. The company
would be able to determine if the lights would be effective
if they had details of the area. Cllr Pearce agreed to provide
photographs to pass to the company. Action:

e) Funfair adjacent to The White Hart - The Chairman
had been unable to ascertain the amount of funds collected
for charity but he would ask again. Action:

It was noted that the fair had been sited partly on common
land owned by CHS and partly on other land. The owner of the
fair had asked to be sited further into the field next year
and it was believed that this would resolve the safety problem.
Information from Cllr Bucknell was noted.
f) Consideration of matters raised at previous meeting:
i) agenda item on police attendance - It was generally
agreed to remove this item from the agenda.
ii) status of county and district councillors at meeting
- It was generally agreed that in future any district or
county councillor in attendance would be welcome to sit
with members.
iii) to arrange a meeting to consider council budget -
It was generally agreed to meet on Tuesday 25th October
at 7pm in Lyneham Village Hall.

10: Highway Matters & Transport: |

a) Pound Close traffic calming - Awaiting
further information.
It was agreed to write asking the county council for a 20
mph speed limit around Pound Close/Webbs Court to make the
area safer for young children. Action: Clerk
b) Bus shelter -
i) report - The shelter was now installed and members were
pleased with the result.
ii) request for funding of possible access works to The
Well - Residents of the property to the rear of the bus
shelter asked for a written agreement that the council would
organise and meet any cost for the removal of the shelter
should the residents need to work on or gain access to the
gable end of the property. In addition they also sought
agreement to the council paying the extra costs of any scaffolding
required because of lack of access. Before siting the shelter
the council had sought advice from the county and district
councils who had approved the site. It was agreed to write
back with this information. Action:

c) Complaint re. school buses blocking residents’
drives - Cllr Bucknell had advised that the Enforcement
Team are well aware of the issues with this site and the owner
had been informed of the legal situation.
d) Visit from Parish Lengthsmen 12/13 September -
The team had once again visited the parish and had undertaken
maintenance works.
e) Other maintenance issues - Request for rumble strips
at the northern entrance to Lyneham on the A3102. The request
was acknowledged and would be considered by WCC along with
the request for signing.

11: Play Area & Open Spaces: |
|
| a) Extension/relocation of play area:
play area strategy by Working Party Cllrs Plested and Lightowler
were progressing the work.
b) Grass cutting contract and contributions - The
owner of the White Hart stated that the grass had not been
cut in 2004/05. It was agreed to ask Mr Iles for his comments
on this. Action: Clerk
c) Repairs to multi-climb - The Chairman had received
another quote for bark at a similar cost to Kingsdown Nurseries.
Although delegated authority had been given to progress the
item it was generally agreed to await the results of RoSPA’s
play inspection first. The Clerk is to seek an early inspection.

wire on the play area fence.

16: Councillors’ observations & items for
next meeting: |
|
| Cllr Ball reported large amounts of
litter around the Tesco store. It was agreed to write. Cllr
Ball was also concerned at the steep slope on the play area
and asked if something should be done. It was agreed to await
the RoSPA report.
The Vice-Chairman asked for consideration of works
to the old footpath to the allotments and for a sign banning
dogs from the allotments. It was agreed to consider these
items at the next meeting.
Cllr Pearce It was agreed that the following item
reported by Cllr C Pearce should also be considered - residents
taking dogs into the play area. It was also noted that there
was an overgrown area and it was agreed to ask Mr Ron Harper
to deal with it. Action: Cllr Pearce
Cllr Pearce also asked if it was in order to clean
the memorial. It was agreed that this should be checked.
Cllr Turner reported that signs outside the White
Hart were obtruding onto the footpath, causing a safety hazard.
She was also concerned that the hedge at Webbs Court had still
not been cut.
The Chairman informed members that a church service would
be held partly in Bradenstoke and partly in Lyneham on 25th
September. In addition, at Christmas the church would be providing
a big Christmas tree on which residents could place memorial
ribbons for charity.
