4. RAF Matters: |
|
|
a. Wg Cdr Snell unable to attend, Sqn
Ldr Powell was in attendance. Melsome Road fencing has
been reported, and will be fixed again next week. Cardboard
has been cleared from Naafi site ( as per June
minutes) No
update available onto sale of Naafi. Fence line at
Lancaster Square/Hastings drive, request with Modern Housing
solutions.
Cllr Bunney asked on behalf of Mr Humm when the hedgerow along Melsome
Road would be tidied up, as previously agreed. Also the bridleways near
to New Zealand are overgrown, RAF have previously cut back. |

5. Police Matters: |
|
PC Brown reported that the telephone box on
Preston Lane has been repaired and re damaged. There have
not been many problems of anti social behaviour during the
school holidays. Details shared of Highways Manager regarding
the signage to be improved/replaced by Highways. ( July
Minutes)
Once signage has been replaced, requests for the Safety Camera
Vehicle to patrol the Village can be made. (Cllr Webb has
also reported missing signage). Late licence authorised for
the Chip shop. |

6. To Receive Public Questions: |
|
|
Mr Blundell asked that if the Naafi site is sold, what will
happen to recycling point? Clerk has asked Hills, but no
response to date. A Bucknell has looked into Council owned
land, which is the school site, and Victoria Drive,
neither are ideal. Cllr Webb has suggested approaching both
public houses in the village. Cllr Ball suggested that when
planning application received the Council stipulates that
recycling bins stay put. Clerk reminded the Council that
there is a larger Unitary project into plastic and cardboard
recycling, however, not in this financial year. Item to remain
on agenda .
Mr Hussey asked if there were plans to improve the centre
of Lyneham, near to the shops and Takeaways ( i.e. more/
better rubbish bins) this area did not
look as appealing as areas of The Green. He stated
that he felt little was being done by Wilts Council and the
Parish Council. The Waste Bins
are emptied by Wilts Council, and the Parish Council are
aware of the issues/concerns ( the Clerk shared an example
where a request for an additional dog bin in Bradenstoke
was made, but NWDC (prior to Wilts Council) advised
that they would only move a bin, not install an additional
one) (Cllr Palmer shared an example of a Bradenstoke resident
emptying the Playing field bin, and Wilts Council have provided
him a wheelie bin) The Parish Council has written on
a number of occasions to the retailers, asking them to clean
up outside their properties, (Tesco has recently resurfaced
their car park.) Mr Blundell stated that having lived in
Lyneham over 20 years, the area has improved, but buildings
are getting older and in need of redecoration. Cllr
Palmer stated that perhaps there is a need for a residents
association to start a campaign. Use of Enforcement officers
from Wilts Council was mentioned, the Clerk advised that
this took a period of time to set up, and often whilst there
is work happening in the background, it may appear that nothing
is being done. Parish Council to write to Wilts Council and
local businesses.
Mr
Blundell raised that a car was advertised or sale on Lancaster
Square, now relocated to Village Hall, Clarence to be advised.
Mrs A
Kingdon, of WI, asked for the support of the Parish Council
following their recent road survey. Next step for WI is to
complete a Community Issue sheet for the next Area Board
Meeting. Details of findings were shared. This was proposed
by Cllr Bunney, seconded by Cllr Palmer. Cllr
Ball stated that a Highways working party should be set up
to review findings, and amendments made on behalf of Council.
On the sub committee will be Cllr Ball, Bunney and Potter.
Cllr Jardine thanked Mrs Kingdon.
Mr White asked of the letter he sent to the council regarding
a grant to build a shelter for the older children in Bradenstoke,
the Clerk advised that an application form would be sent
to him to be completed, as per other applicants. Mr White
asked about building a shelter, there is a covenant on the
land from when purchased, prohibiting structures. Mr White
is to put a proposal to the Council, of cost, materials and
dimensions. It was also asked why there was a closing time on
the playing field. Cllr Webb advised that the closure timings were advised by the Local Policing team, and by request of local residents due to late night disturbances. |

7. Matters Arising from Previous Meeting: |
|
|
a) Market Cross/ War Memorial Bradenstoke -
Consent for works to War Memorial applied for to Dept, now awaiting response
from English Heritage. Bradenstoke have raised £574 to date, Excess
will go towards new pillars.
b) Parish Councillor vacancies -
There have been 3 applications in writing, and another 2
expressions of interest. Wilts Council will advise after
20th August to whether an election must be called. Date to
be scheduled for interviews 1st September, at St Andrews Church.
Cllr Jardine, Turner, Potter and Ball will be available to interview. Clerk will
circulate detail to Cllrs concerned.
c) A Bucknell asked if the Parish Council
were still interested in taking on the open space at Victoria
Drive, it was decided to decline the offer for now, due to
the increase cost of grass cutting, insurance etc.
d) The Clerk updated the Highways will
undertake a street lighting survey following the request
for additional ‘30mph’ repeater signs could be
placed on the B4069 from Lyneham. Findings to be shared when
received.
e) A Bucknell is setting up a Lyneham
Road safety forum, details to be available in time for next
meeting. |

8. Public Toilets: |
|
|
a) Clerk updated the Council on the current cost of the
Public toilets, £3824 to end of July, excluding electricity.
Forecast for year of approx £12500.
b) Clerk has contacted Wilkins to engage
contract of works, timescales advised of week commencing
14th Sept. Notices of closure to be advised the week prior.
Possibility of contacting Co-op and the Church re car parking
whilst building work undertaken. Cllr J Webb will kindly

10. Highway Matters and Transport: |
|
|
Mrs A Kingdon, of WI, asked for the support of the
Parish Council following their recent road survey. Next step

9700 cars, 723 HGV counted on A3102, 4780 cars, 279 HGV counted
on B4069. This was proposed by Cllr Bunney, seconded by Cllr
Palmer. Cllr Ball stated
that a Highways working party should be set up to review findings, and amendments
made on behalf of Council. On the sub committee will be Cllr Ball, Bunney and
Potter. Cllr Jardine thanked Mrs Kingdon.
Cllr Bunney raised on behalf of Mr Humm that the drainage
and ditches on A3102 were heavily silted and blocked. Clerk
will contact Highways, this work is usually only done once
a year. |

11. Play Area & Open Spaces: |
|
|
a) Lyneham Green - no issues reported
b) Play Area Updates inc Safety Inspections
(Pound Close - Cllr T Webb - complete, no issues, overgrowth
removed and concrete replaced by swing leg.
Bradenstoke
- Cllr Palmer, complete. On going issue of bark area in wooden frame,
also need to keep check on multi play slide steps. K Iles has upgraded
goal nets, and painted out a football field. Quote received from S Aplin to
replace damaged swing seat, £198 plus vat, once fixings are not corroded. £312
plus vat if new chains required.
Aeropark - Cllr D Potter - outstanding. Clerk
updated that when in Aeropark this week, 2 items of climbing frame have been
damaged and the Wobble board still has not been replaced by Modern Housing
Solutions. Rospa inspection planned for Sept, work needs to be completed prior
to visit.
c) Grass Cutting Contract - No issues
reported. |

12. Allotments: |
|
|
Mr Newman has surrendered ½ a plot, this has been
re let. All tenancy renewals will be sent out by mid Sept
to plot holders. There are now17 people on the waiting list. |
|
13. Finance and Administration: |
|
|
a) Clerk advised on Expenditure to date for this financial
year, to end of July. On forecast for year. It was decided
that there were enough signatures on the current mandate,
so no amendment made until new chair appointed.

e) Agree Actions from point D
Cllr J Webb raised that the Parish Council should seek membership
of WALC, the Clerk advised that annual membership is £800
approx. This will need to be put into next years budget.
It was agreed that the Parish Council would join next year,
2010.
The Clerk requested that the Parish Council purchased the
LexisNexis publication, it is 3 year publication updating
Regulations and Acts etc. Cost of £67. Proposed by
Cllr J Webb, Seconded Cllr Jardine, all in agreement.
Councillors to consider projects prior to next meeting, to
enable application for Community Funding. Paperwork with
Cllr Palmer.
f) Freedom of Information Act ( revised
adoption) -
The Clerk circulated a document for the Councillors to review,
this needs agreeing at the next meeting. Any amendments to
be advised to the Clerk.
g) Council Committees (revision) -
Committees to be updated when vacancies filled, to remain
on agenda.
h) Newspaper press releases -
Minutes only to be circulated and released following authorisation
of being a true record of the meeting. |

14. Councillors’ Observations & Items for
Next Meeting: |

Cllr D Turner raised that the hedging on a Westlea property
was still causing issue.

Wilts Council. |
