4. RAF Matters:
|
|
|
a. Manhole cover at Bradenstoke, previously reported on March
minutes, not repaired, as ownership currently being determined
between Brays and Wessex Water.
b. Chairman Petch mentioned that a member of the public has commented on the
noise of the Camp dogs on a night, as per July minutes.
c. Handrail over the little bridge between 101 & 102 Slessor as it has deteriorated
- ownership currently being determined.
d. Ditch between 47AD has silted up again, this will be cleaned out as is a water
course.
e. No further information available about the disposal of the NAAFI and Pintail
Court Field
f. Cllr Jardine advised that lights on an accommodation block have been on since
last weeks thunder storm.
g. Wing Commander Collinson is to be replaced by Wing Commander Snell.
h. RAF Families Day on Thursday 14th August, Red Arrows due at Mid-day.

5. To Receive Public Questions:
|
|
|
a. T Blundell asked whether the Church End Bench should
be resited, as it keeps being moved, decided to reposition
and secure with angle iron - Cllr T Webb and Cllr P Potter
b. P Clark raised his concerns about the flood water and the ditch/storm drain
in Bradenstoke, there is excess standing water at Hollow Way, after each down
pour. Clarence to be advised by Mr P Clark and Clerk to contact the Highways
department.
c.
The question was also raised about the grass/ditch area
at the signage to Bradenstoke, this has been maintained by
Mr Clark, PC unable to add to current grass cutting contract
as land not owned by Parish Council.

6. Police Matters:
|
|
|
a. Play area signage has been delivered, just waiting for
installation dates from Defence Estates - Cllr Lightowler
to follow up with Lisa Mitchell/Defence Estates
b. ANPR check in village this month has been very effective.
|
|
7. Matters Arising from Previous Meeting:
|
|
|
a. Bylaw approved - Cllr J Webb issued, signed, sealed
and will be advertised in Gazette and Herald by Clerk, on
view in Lyneham Library.
b. Bradenstoke shelter to be relocated - Cllr T Webb and R Harper
c. Church End Bench to be reinstated and secured - Cllr T Webb and Cllr Potter
d. Banning notices for damage to Play areas - special meeting required prior
to September Parish Council Meeting, without the public in attendance, Police,
RAF, Parish Councillors required.
e. Tree Preservation Orders - Pintail Playing Field- type and number of trees
to be established - Chairman Petch, then Clerk will contact NWDC to seek order
approval.

8. Public Toilets:
|
|
|
a. Cllr Lightowler updated progress to date on toilet
transfer. Clarification required from NWDC on amended legal
agreement, to cover PC requirements as raised by our Legal
team. NWDC to be contacted in respect to the revenue grant
that has been reduced due to the delay in transfer, Clerk
to provide actual figures spent to date.

10. Highway Matters and Transport:
|
|
|
a) Bus Shelters (Slessor Road, Preston Lane) - no
update
b) Seats
1.Bradenstoke Bus shelter - Cllr T Webb on going
2.Church End Bench to be reinstated and secured - Cllr T Webb and Cllr Potter
c) Maintenance Issues in Pound Close (including Ditch)
Clerk updated meeting on behalf of Dist Cllr Bucknell, Westlea will clear ditch
later in year, tried to clear this month, however grass cuttings have been dumped
from properties in Webb’s Court, and the fence has been broken on the Pound
Close side to enable storage of tyres etc.
Chairman Petch raised that there has been resident complaints regarding the hedging
and trees between Pound Farm and The Mallard.
d) Other highway and Transport matters
Clerk updated meeting on the position regarding the Speed advertising Boards
- ongoing, to make contact with NWDC
|

11. Play Area & Open Spaces:
|
|
|
a) Lyneham Green - No issues
b) Pound Close Play Area - Maintenance Issues - Clerk has ordered retention stoppers
from Manufacturer.
c) Bradenstoke Play Area - No issues to report.
d) Aeropark Play Area- Toddler swings to be repaired as to specification. And
Post installation Rospa inspection certificate required. Signage to be installed
by Proludic.
e) Grass Cutting Contract and Issues - None reported.
Chairman Petch mentioned that Mr Cole has been maintaining the grassed area,
and it was decided to pay £20 from the Chairman’s Allowance to cover
the cost of petrol.
f) Cllr Play Park safety inspections to be re- instated : August inspection
not received from Cllr Ball, Clerk to make contact. Cllr Bullock to complete
the September inspection.
g) Victoria Drive Open Space - need to seek public opinion , and whether the
Parish Council should take on from NWDC at a Peppercorn rent. Clerk to contact
Web provider to run public opinion
poll.

12. Allotments:
|
|
|
There are 10 people on the waiting list.
The Clerk passed to Cllr Palmer, the Allotment Tenancy agreements to be distributed
to all holders prior to October 1st.
Pea grit and ditch clearance to be looked
at in October by the Allotment holders.
|
|
13. Finance and Administration:
|
|
|
a) Accounts and Budget Review:
Clerk updated on current financial position, Bank reconciliation to end
of July to be distributed to all Cllrs. Vat rebate has been received into
Bank account. Cllr Jardine stated that she wanted to thank the Clerk for
all the effort put into rectifying the Annual return. The Clerk distributed copies
of the internal report, to action - photographic asset register- Cllr J Webb
has volunteered to complete, the PC needs to look at making a reserve of funds
for emergency maintenance etc, and the Clerk needs to keep a record of
earnings.

14. Councillors’ Observations & Items for
Next Meeting:
|
|
|
a. Cllr Palmer updated on Community Board presentation that
she attended. Potential to link with other Parishes to make
jobs more effective, e.g. Parish Steward. Dist Cllr Still
to attend next meeting.
b. Cllr Potter stated that the Tractor fun day may be cancelled due to the current
weather conditions
c. Cllr J Webb will follow up on the finger posts for Clack Hill
d. Cllr Jardine raised that the pavement outside the Drycleaners is still flooding
- Clarence to be notified, and that WCC have not finished the pavement alongside
of the Green.
