The Meeting started at 7.15pm.

Apologies for absence were received from Cllr S Coffey, Cllr J Webb, Cllr T Webb, Wing Commander Snell.
Vice Chair - Jenny Jardine read out a resignation from Chairman Petch from the Council with immediate effect.
Vice Chair - Jenny Jardine read out a resignation from Councillor Lightowler from the Council. Cllr Jardine to write to both to acknowledge services to Parish.

 

2. Minutes of the Council Meeting held on Tuesday 9th June 2009:

Minutes of the Council Meeting held on of the meeting held on the 9th June 2009 - one spelling error, duly amended, minutes signed and agreed a true record of the meeting.

4. RAF Matters:

Wg Cdr Snell unable to attend due to repatriations held today. Lisa Mitchell kindly advised that Modern Housing Solutions are currently approving quotation for work to be undertaken in the Aeropark, to replace Balance Beam/Wobble board.
Cllr Bunney reported that the fence line along Melsome Road has been repaired, however the last two posts still have locking wire, and this will need replacing.
Mr Blundell reported that the garage in Arnhem Cross has been made safe, however it appears that the cardboard has been relocated to the Naafi site.


5. Police Matters:

PC Porter reported that the telephone box on Preston Lane has been damaged, Clerk to advise BT.  Cllr Ball also stated the telephone box on The Green also has damaged panels. There also has been an increase in antisocial behaviour, near chip shop. Late licence has been applied for on weekends. There have been some representations by Parishioners to Wilts Council.
Cllr Bunney reported that a van has been parking on the footpath near to Preston Lane, forcing pedestrians onto road way.
Cllr Jardine asked about the return of Speed van to the village, awaiting signage to be improved/replaced by Highways. Clerk to contact Highways to follow up.
A Bucknell to follow up with Wilts Council.  Cllr Jardine also updated meeting on recent WI traffic survey.
Cllr Potter asked if additional ‘30mph’ repeater signs could be placed on the B4069 from Lyneham. Clerk to ask Highways. 


6. Area Board presentation by Karen Scott:

Postponed till August meeting due to illness.


7. To Receive Public Questions:

Mr Blundell asked that if the Naafi site is sold, what will happen to recycling point? Clerk to ask Hills to look at alternative area. A Bucknell, will look into Council owned land in the area. There is a larger Unitary project into plastic and cardboard recycling, however, not in this financial year.


8. Matters Arising from Previous Meeting:

a) Market Cross/ War Memorial Bradenstoke
Schedule of work awaiting approval by architect, then need to apply for consent.  Bradenstoke have raised £454 so far, quote currently £2700 plus VAT, which is reclaimable. A Bucknell to provide details of M Waters, Charities Information Trust, who may be able to advise on Grants applicable.
Cllr Jardine thanked  Cllr Palmer for all hard work so far.


9. Public Toilets:

a) Clerk has contacted Wilkins to engage contract of works, timescales yet to be advised. Nomination of Project Manager for building upgrade - individual to be confirmed when Wilkins confirm time line.

b) A resident complained that the toilets were closed for one day, this was due to the Cleaner having a family emergency.

11. Highway Matters and Transport:

a. Cllr J Jardine updated the meeting of the recent WI traffic survey. A request was also made for an agenda point at the next meeting to hear a presentation of findings. e.g.; 9700 cars, 723 HGV counted on A3102, 4780 cars, 279 HGV counted on B4069.


12. Play Area & Open Spaces:

a) Lyneham Green - no update
b) Play Area Updates inc Safety Inspections (Pound Close - Cllr T Webb - not completed. Bradenstoke - Cllr J Webb completed. Aeropark - Cllr D Bunney - completed.
Clerk to contact S Aplin to replace the broken swing in Bradenstoke. New goal netting and a football pitch has been marked out in the Bradenstoke playing field for the duration of the summer. K Iles - Grass contractor has agreed to clear vegetation and dumped items from verges around the Pound Close playing field, as it is encroaching with Grass cutting. Proposed by  D Potter, seconded J Jardine, all in agreement.
Aeropark bike ramps are splintering, balance bar still to be replaced, some tree branches have been broken.
c) Grass Cutting Contract and Issues - Church have signed a new three year cutting contract with the Parish Council. R Harper has supplied latest Public Liability certificate.


13. Allotments:

Mr Newman will be giving up ½ of plot 1a in October, this has been reallocated  2 butts from Swindon @ £25 per butt have been provided. There are 10 people on the waiting list.

a) Clerk advised current bank balance of £45,988.44. Insurance premium refund of £1,259.11 received, awaiting VAT refund of £166.42. New bank mandate for signatures requested.

d) Agree Actions from point c
WI presentation to be arranged for August meeting
Clerk to write to Hilmarton Parish, to invite attendance at L&B meetings to hear monthly RAF update. Also to inform that on the Wilts Council website, there is detail regarding the Military Civil Programme, weblink
Going forward correspondence will be circulated to Cllrs prior to meetings. Clerk to draw up list.


15. Councillors’ Observations & Items for Next Meeting:

Cllr D Turner raised that the hedging on a Westlea property was causing issue, A Bucknell to follow up.
Cllr Palmer asked if K Iles could clear ivy from bus shelter at St Mary’s Close.
Cllr Bunney reported that the fence line along Melsome Road has been repaired, however the last two posts still have locking wire, and this will need replacing.
Cllr Jardine asked if the parish Steward could cut back the tree overhanging the path near to the Church.
