2. Minutes of the Council Meeting held on Tuesday 10th June 2008:

Minutes of the Council Meeting held on Tuesday 10th June 2008 Signed and agreed a true record of the meeting. There was one amendment, the removal of the words “Annual” from document heading.

4. RAF Matters:

[Top]

a. Road closures scheduled for 22/07-26/07 for repairs to Preston Lane, at entrance to NAAFI, and New Zealand road, between Crash gates 3 & 4. Letters printed and being distributed to households in area.

b. Manhole cover at Bradenstoke, previously reported on March minutes, not repaired, as ownership currently being determined between Brays and Wessex Water.

c. Chairman Petch mentioned that a member of the public has commented on the noise of the Camp dogs on a night.

d. Cllr Bunney asked if Defence Estates could repair/look at the handrail over the little bridge between 101 & 102 Slessor as it has deteriorated. And also that the Ditch between 47AD has silted up again, this will be cleaned out as is a water course.

e. It was also mentioned that there should be no further increase of aircraft volume due to RIAT.

6. Police Matters:

[Top]

Youths have been caught drinking in Aeropark on a regular basis, Cllr Lightowler has stated that the signage should be delivered by end of next week. Signage has been made for all play area. Age Limit signage also required for the Toddler area. Cllr Lightowler to ask Defence Estates if they can put up all signs.


7. Matters Arising from Previous Meeting:

a. Awaiting Bylaw approval - Cllr J Webb to follow up

b. Bradenstoke shelter to be relocated - Cllr T Webb and R Harper

c. Church End Bench to be reinstated and secured - Cllr T Webb and Cllr Potter

d. Banning notices for damage to Play areas - special meeting required prior to September Parish Council Meeting, without the public in attendance, Police, RAF, Parish Councillors required.

e. Dog Bins in Bradenstoke not to be re-sited as per June minutes.


8. Public Toilets:

Cllr Lightowler updated progress to date on toilet transfer. Revised quote received from Wilkins. Clarification required from NWDC on amended legal agreement, to cover PC requirements prior to next meeting, or PC will need to decide whether to waive concerns to move transfer forward.

Clarification also needed from NWDC on tender process, as previously Builders not interested in project, or quotes were substantially more than funding available for upgrades. Dist Cllr Bucknell said that she will try and push forward with urgency. Cllr Lightowler to copy Cllr Bucknell on correspondence.

10. Highway Matters and Transport:

A) Bus Shelters (Slessor Road, Preston Lane)

3.Church End Bench to be reinstated and secured - Cllr T Webb and Cllr Potter
C) Maintenance Issues in Pound Close ( including Ditch)
Cllr Bucknell updated meeting on Persimmon’s removal of branches and vegetation. Westlea have confirmed that their team will complete within next 2 weeks, they are going to spray now, and again in autumn. The Clerk requested that signage be placed as dog walkers and children play in that area. Cllr Bucknell to contact Westlea.
D) Other highway and Transport matters ( inc Solar signage)
The Clerk updated the Cllrs regarding their request to install solar speed signage along the A3102. The Highways Agency are the only body who can install, therefore the PC are unable to go ahead. Cllr Lightowler suggested that we look into “Advertising Boards”, possibly drawn by local children to try and help raise speed awareness, Cllr Bucknell has also agreed to research.


11. Play Area & Open Spaces:

A) Lyneham Green  - No issues
B) Pound Close Play Area - Maintenance Issues - Clerk to order retention stoppers from Manufacturer.
C) Bradenstoke Play Area - No issues to report.
D) Aeropark Play Area- Toddler swings to be repaired as to specification. And Post installation Rospa inspection certificate required.
E) Grass Cutting Contract and Issues  - None reported.

G) Bradenstoke Dog Field - Cllr J Webb reported that slab has been repaired at point of access. The handrail may need to be replaced in the future. Cllr J Webb also getting a copy of the latest Drop Kerb review as there is a research project on going in Chippenham.
H) Recycling Areas:
Cllr J Webb requested that with the forthcoming sale of the NAAFI, and the removal of the recycling bins, what would be the possibility to have a plastic and cardboard recycling area some where within Lyneham and Bradenstoke. Dist Cllr Bucknell stated that she had previously looked into this, as there is a trial site in Colerne, and it is not a NO, however it will not be a yes in the immediate future. There is an ongoing county wide review.


12. Allotments:

There are 10 people on the waiting list.
Cllr Palmer raised that there is a portion of hedging blocking access to the allotments, when cars are parked, Mrs Pullen has given permission for her gate to be used for access. Clerk to write to Mr Glover to try and establish ownership of hedging, and could the Allotment holders maintain or remove it.


13. Finance and Administration:

Clerk updated  on current financial position, that Vat had been reclaimed, £20k approx waiting to be repaid.
Interim Audit completed, some re-imbursements were recorded in the incorrect section, therefore Clerk and Chairman had to initial form to be sent to External Auditor.

14. Councillors’ Observations & Items for Next Meeting:

Cllr S Palmer - Bradenstoke and Lyneham Halls Energy survey  - funding request to go to NWDC.
Cllr T Webb - To advise RAF that fencing has not been repaired as per June minutes.
Cllr J Jardine - Church End log seat to be re-instated
Chairman Petch - to look in to Tree Preservation orders for trees in the Pintail Court Fields - Clerk to action
Clerk stated that contact has been made with the Records office to determine what files can be loaned to them.
