4. RAF Matters:

Wing Commander Collinson reported that there were no further updates on points discussed at previous meetings, and that the Church End bench had been resited. Note: it has been moved again.

Cllr Potter asked the RAF if the early Sunday morning aircraft arriving into Lyneham was a charter plane, this was confirmed.


5. To Receive Public Questions:

Mr C Phyo raised that he was concerned about the speed of vehicles going through the village. It was noted that we do have the mobile camera units in the village frequently. To apply for a fixed camera, there are strict criteria set by Central Government and Wiltshire Highways will not consider until there are 4 fatalities in a set period.


6. Police Matters:

Damage reported to a local tractor, kids have been camping in Bluebell Wood.
Aeropark flooring has been damaged - banning letters will be issued by PC, enforced by Police. All damage to be paid for.
Large Police presence in Village to check vehicle road worthiness in coming weeks.


7. Matters Arising from Previous Meeting:

8. Public Toilets:

[Top]

Cllr Lightowler has taken over the file on the transfer documentation. The draft agreement document needs to be returned to NWDC, with the updates advised by Goughs Solicitors in November 2007.

Revenue will not be released by NWDC until transfer is undertaken. The PC needs to revisit the quotes for the work to be completed. Cllr J Webb offered his support in meeting with NWDC. Aim to have agreement with NWDC for next PC Meeting.

2.Lyneham Green Memorial Bench-Contractor to supply bolts to re-fix into ground- 11 June 2008

C) Maintenance Issues in Pound Close (including Ditch) Persimmon have cleared ditch, Westlea need to come and spray weeds and clear. Clerk to contact Cllr Bucknell.

D) Other highway and Transport matters

11. Play Area & Open Spaces:

A) Lyneham Green - no update
B) Pound Close Play Area - Maintenance Issues - no update, Clerk stated that monthly Cllr checks on all play areas need to be re-instated, to be discussed at next meeting.
C) Bradenstoke Play Area - Maintenance Issues - no update
D) Grass Cutting Contract and Issues - Envisage have changed hands, 4 cuts have been completed, Clerk to contact Steve Howse, Envisage to discuss the standard of cutting expected. There have been a number of complaints by residents.
4. Bylaws - Cllr J Webb - ongoing with DEFRA, signage still to be made - Cllr Lightowler


12. Allotments:

There are 9 people on the waiting list. 3 waterbutts have been purchased, £18.50 each. Ditch along airside in need of clearance.


13. Finance and Administration:

A) Accounts and Budget Review 2007-2008:

1) Monies not recorded correctly for financial year 2007-2008.
2) Cheque 628 not recorded, payment to NWDC £46.00
3) Cheque 645 recorded to Clerk for £287.67, actual amount £345.85

Cllr Palmer - Dog Poo bin to be located near to Lillybrook estate - Clerk to contact NWDC
Cllr Ball reported that BT box missing some panels- Clerk to contact Openreach
Cllr Bunney reported that the ditch between B side gate and the Sewer works in need of maintenance - Clerk to email RAF
Cllr Potter reported that he was holding a Tractor Festival on Aug 23 & 24, all welcome to attend.
Cllr Turner reported that cars parking in Pound Close are restricting access for large vehicles, ie Fire Engines etc
Cllr Jardine reported that Church End seat has been moved again, that a lot of large Tipper trucks are using the Banks road. Ditch outside Bakers Field beside Dry cleaners in need of maintenance - Clerk to contact Parish Steward.
Cllr J Webb stated that Sid Skull showing Wild Flowers on July 16th, in Bradenstoke. Also that he heard of a Lottery grant for setting up Allotments - will try and find out more detail re Pintail fields.
