MINUTES OF THE LYNEHAM AND BRADENSTOKE ANNUAL/PARISH COUNCIL HELD ON TUESDAY 13th MAY 2008

The Meeting started at 7.15pm.

2. To Elect the Chair:

Cllr Potter nominated Cllr Petch as Chairman, seconded by Cllr Jardine. Being no other nominations Cllr Petch was elected Chairperson.


3. To sign the Chair’s Declaration of Acceptance of Office:

Cllr Petch singed the Declaration of Office.


4. To Elect the Vice-Chair and Committee Members:

Cllr Potter nominated Cllr Jardine as Vice Chair, seconded by Cllr Webb. Being no other nominations Cllr Jardine was elected Vice-Chair. Council Committees were agreed as follows: click here

7. RAF Matters:

[Top]

1. Former owner of Pintail Court Playing field has been identified, valuation on going, may go to open market in Autumn, if former owner not interested in purchase.
2. Naafi site does not have to be offered to previous owner, as it has materially changed. It will go to open market in September 2008.
3. Road between Crash gates 4 & 5 (New Zealand) will be resurfaced shortly.
4. Pintail Court Play area opening Saturday 17th May - all welcome to attend.
5. Access area to Naafi on Preston Lane badly damaged with potholes - RAF contractor to look at. Hedge needs to be trimmed back - RAF to look at.
6. Cllr T Webb raised that the fencing between Lancaster Square and Hastings Drive has been removed, garden rubbish dumped in his fields. Defence Estates Housing to be advised.
7. Camp closure currently scheduled for December 2012. 
8. Cllr J Webb asked the RAF if they had any objection to the proposed planning for 12 houses on Chippenham Road, no feedback currently available. Cllr Bucknell advised that there currently is planning on that site for 9 houses.
9. Chairman Petch requested that the RAF help resite the Bench at Church End Farm, which has been moved towards pond/ditch in recent weeks.


8. To Receive Public Questions:

1. Mr A Humm stated that some footpaths around the base were still overgrown and in need of clearance, Note: this cannot be resolved until after the bird nesting season.
2. It was noted that the Bus shelters at the entrance to RAF Lyneham are poorly lit, Mr A Humm to contact Clarence.


9. Police Matters:

1. Individuals charged with graffiti have been made clean graffiti in village.
2. PC Brown asked when Hills bins would be removed from NAAFI - Clerk to contact with Hills.
3. PC Brown requested that Bylaw signage be installed at Pintail Court prior to opening. Cllr J Webb to provide wording, Cllr Lightowler to have signage made and to have installed.


10. Matters Arising from Previous Meeting:

a) Clerk reported that Hills, are liasing with NWDC to arrange removal from the NAAFI.
b) Clerk has contacted BT regarding Hedgerow at Bungalow Park, BT will provide engineer when hedgerow maintenance to be completed.


11. Public Toilets:

1. No outstanding issues
2. Transfer paperwork still to be finalised with NWDC.
3. Cllr Lightowler raised that funding for takeover has not yet been received - Dist Cllr Bucknell to look into.

It was noted the Cllr Lightowler has stated the need for a Special Council Meeting when the proposed development planning for Pound Close/ Webbs Court is submitted.



13. Highway Matters and Transport:

1.Bradenstoke Bench work to be undertaken by Ron Harper and Cllr T Webb-on going
2.Lyneham Green Memorial Bench, Contractor to supply bolts to re-fix into ground- on going
c) Maintenance Issues in Pound Close ( including Ditch)
1. Ongoing in respect of ownership & responsibility. Persimmon have acknowledged Dist Cllr Bucknell’s letter.
d) Other highway and Transport matters

14. Play Area & Open Spaces:

a) Lyneham Green - no update
b) Pound Close Play Area - Maintenance Issues - no update
c) Bradenstoke Play Area - Maintenance Issues - no update
d) Grass Cutting Contract and Issues - none reported, 3rd cut scheduled soon.
e) Pintail Court Play Area Project
1. Community First money not yet received, invoice due for payment in 30 days.
2. Park has been named Aeropark - competition winner from local school to open play area.
3. Opening event on Saturday 17th May at 2pm, Cllr Lightowler requested Cllrs attend.
4. Bylaws - Cllr J Webb - ongoing with DEFRA, signage still to be made and installed.
f) Pintail Court Playing Field - Parish Council have registered their interest for when it comes up for sale.


15. Allotments:

1. There are 9 people on the waiting list.
2. No access signage to be replaced - Cllr J Webb


16.Councils Own Website:

[Top]

Cllr Lightowler suggested at the April meeting that the Parish Council endorse the Lyneham Village Online. Mr A Humm is happy to provide up to date Parish Council information on his website. He will be submitting an application for a Grant for £300 to update software.


17. Finance and Administration:

a) Accounts and Budget Review
Current funds in account of £53, 790.11
Handover not completed with previous clerk, M Edwards. He has in his possession Invoices, and Bank Statements for the Financial year 2007-2008. Annual audit cannot be arranged until these are handed over. Clerk- Aileen Murphy to write to Mr Edwards again, regarding transfer. When accounts have been audited they will be available to view in Lyneham library. Cllr Palmer asked if we are leaving ourselves open to financial scrutiny. Chairman Petch will also make contact.
b) Payment of Invoices- Clerk £323.21, R Harper £60, Village Hall £13.50, NWDC dog bins £77.86, Tree & Garden services £240, Colin Cowdry- Toilets £705.50.

18. Councillors’ Observations from previous meetings:

1. Fingerposts Clack Hill - ongoing as with Contractor for installation- Cllr J Webb

19. Councillor’s Observations and Agenda Items for next meeting:

[Top]

1) Cllr Jardine reported that the Lyneham signage on A3102 from W Bassett is overgrown, Clerk to contact Parish Steward.
2) Cllr Turner reported that fencing at rear of Pound Close has collapsed, Cllr Turner to contact Clarence
3) Cllr Palmer reported that there will be a Fun Day in Bradenstoke on July 19th. Events will be held all over Village.
4) Cllr Bullock reported that a vehicle has been parked on top of Clack Hill, hindering access to Bradenstoke, Cllr Bullock to contact local Police with details.
5) Cllr Lightowler stated that we need to look at the strategic planning for the Parish Council in the coming months, drawing up and action plan to ensure we cover all aspects when moving towards one council.
6) Cllr Turner raised concerns about access to the Village Hall car park, it is very dark and difficult to see. Kerb is owned by Highways Agency. In addition it was raised about cars parking on The Green when the hall is rented out. Chairman Petch will ask Landlord of White Hart pub could the Hall patrons use their overflow car park.
The meeting closed at 21.20.
