MINUTES OF THE LYNEHAM AND BRADENSTOKE ANNUAL/PARISH COUNCIL HELD ON TUESDAY 8th APRIL 2008

Council Meeting held on Tuesday 11th March 2008, were circulated, and signed and agreed as an accurate record of the meeting held.

4. RAF Matters:

A) To welcome the RAF Representative
B) To receive questions on RAF Matters (including leased land)
1. Serco has been employed by the RAF to replace Babcock.
2. Request made by Parish Council for further detail on the future disposal of Pintail Court Playing Field.
3. Camp closure currently scheduled for December 2012,  no further details are available at present.
4. Cllr J Webb requested information on the number of empty married quarters on the base - this has been confirmed at 60. Information required for Boundary Commission.
5. RAF Contractor has cleared area at  Stables/Crash Gate A, where Fly tipping had cccurred, as per March Minutes.       
6. Bridleway at Goatacre has been pruned and cleared, as per March Minutes.
7. Drainage/Cesspit cover at Bradenstoke Corner rotting, has been repaired and made safe, as per March Minutes.


5. To Receive Public Questions:

1. Mr Neale Bussey raised his concerns regarding the Housing Needs Survey which was produced by Community First, and the possible future planning application to build social houses near Pound Close and Webbs Court. Cllr Lightowler stated that when a planning application is submitted, the Parish Council should hold a Special Meeting to discuss further.

2. It was raised that the hedgerow opposite the Preston Lane Bus shelter is over grown, it is owned by a Development Company that has gone into liquidation. Clerk to write and request that hedgerow is maintained.

3. Black bin missing on Preston Lane by school gate.


6. Police Matters:

A) To welcome the Police Representative
B) To receive questions on Police Matters
          1. It was reported that there have been a number of individuals charged in relation to graffiti and damage in village. Individuals will have to clean up bus stops in Village with Youth Offending Team.
          2. Request for money to be made available to improve image of Lyneham and to participate in a cleaning up exercise.
          3. Newspaper articles to be printed on the work of the local police.


7. Matters Arising from Previous Meeting:

A) Clerk reported that fridges have been removed from the car park at the Chip shop.
B) Clerk reported that Hills, are unable to lock recycling bins - as per March Minutes, however as every household has access to kerbside recycling, Hills have suggested removal from the NAAFI. Proposed Cllr Lightowler, seconded Cllr Palmer. Clerk to write to Hills to confirm removal.


8. Public Toilets:

1. Maintenance of door in Ladies toilets required by Cleaning Contractor. Not shutting properly.
2. Cllr Petch identified that the down pipes are in a poor condition, to be looked at when funds available.
3. Transfer paperwork still to be finalised.
4. Parishioners have commented on the cleanliness of the toilets, Clerk to thank Contractor.

Permission granted for the following applications:
          19 St Mary’s Close, Bradenstoke - Erection of front porch
          20 St Mary’s Close, Bradenstoke - Erection of front porch
          37 Lancaster Square, Lyneham - Rear Extenstion and Porch alteration
          8 Elm Close, Lyneham - Two storey side extension and rear extension
          48 Bradenstoke - Joint access
          49 Bradenstoke - Joint access
Permission refused for the following applications:  
Blind Mill Cottage, Lyneham - Erection of 4 bed dwelling and double garage 



10. Housing Needs Survey:

a. Documentation reviewed- no further action.


11. Highway Matters and Transport:

[Top]

A) Bus Shelters (Slessor Road, Preston Lane)
1. Panelling on Preston Lane has been removed by Tom Blundell. It was decided not to replace the missing panels. The Chairman thanked Tom for doing this.

B) Seats
1. Bradenstoke Bench work to be undertaken by Ron Harper, site meeting to be confirmed with Cllr Petch.
2. Lyneham Green Memorial Bench, Contractor to supply bolts to re-fix into ground.

C) Maintenance Issues in Pound Close (including Ditch)
1. Ongoing in respect of ownership & responsibility.
2. Persimmon have advised that they will clear out ditch until ownership determined.

D) Other highway and Transport matters
1. Clack Hill finger post ongoing - Cllr J Webb
2. Hedgerow opposite Bungalow Park in need of maintenance, will need to wait till August, bird nesting. BT power lines going through hedging, Clerk to write to BT.


12. Play Area & Open Spaces:

A) Lyneham Green - no update

B) Pound Close Play Area - Maintenance Issues - no update

C) Bradenstoke Play Area - Maintenance Issues - no update

D) Grass Cutting Contract and Issues - none reported

E) Pintail Court Play Area Project
1.Prepatory work has started, play equipment has been ordered with Proludic.
2. Community First money not yet received.
3. Naming competition of play park in local school, winner to open play area.
4. Opening event on Saturday 17th May at 2pm, Cllr Lightowler requested Cllrs attend.
5. Bylaws - Cllr J Webb - ongoing.
a) Parish Council were to specify opening and closing times.
b) Defence Estates have confirmed that they are happy for the RoSPA inspections to cover all play areas enabling them to be covered by the Bylaw.
c) Bylaw wording awaiting confirmation from DEFRA - Cllr J Webb
d) No Drinking clause has been included in the Bylaw, with an exemption to be made for Village Fetes etc, by written permission from the Parish Council.

F) Pintail Court Playing Field - Parish Council have decided to register their interest for when it comes up for sale. - Parish Clerk to register.


13. Allotments:

A) Allotment agreements 2007-2008
          1. All let and being worked, all monies now received.
          2. There are 8 people on the waiting list.

B) Maintenance Issues
          1. Signage to be replaced - Cllr J Webb
          2. Request for gate to be placed by allotment, refused due to security risk

3. Oak Tubs available from Allington Farm for Bradenstoke and Lyneham - Cllr Petch to collect. Cllr T Webb has offered to provide top soil for planting.


14. Finanace and Administration:

A) Accounts and Budget Review - unable to review, as handover not completed. Now updated and detail attached to Minutes.

B) Payment of Invoices- Clerk £313.29, R Harper £60, S Aplin £4987.88 (vat reclaimable), Village Hall Curtains £1000, Cowry £708.35

D) Council’s own website - Cllr Lightowler suggested that the Parish Council endorse the Lyneham Village Online, website. This was agreed by the other Cllrs. Clerk to contact A Humm.


15. Councillors’ Observations & Items for Next Meeting:

1) Cllr J Webb has contacted Environmental Health and Wiltshire County Council regarding the Snack Van parked in lay by.
2) Cllr J Webb to contact individual who asked question regarding rates in Lancaster Square.
3) Cllr Turner raised concerns about Minutes of Parish Council meetings not being displayed appropriated. It was agreed that Cllr Bunney would be responsible for Lyneham library, Cllr J Webb for all in Bradenstoke, and the Parish Clerk for the Post Office and Notice board at the Village Hall.
4) Cllr Turner asked the Clerk to check the files, to determine if a No fly tipping sign was requested for Bradenstoke.
