4. RAF Matters: Back

WC Snell updated the Cllrs present on issues raised at the February meeting, his update below.

I refer you to the points raised at the Lyneham and Bradenstoke Parish Council Meeting on 10 February 2009, and Mr Humm’s email dated 11 February 2009 concerning ownership and maintenance responsibilities for specific aspects of the Lyneham area.  As identified, there have been elements of confusion, over several years, concerning the demarcation of the RAF Lyneham estate from that of the Local Authority, or other interested parties.  I cannot offer definitive answers to each of the points raised, but I can share what we have established thus far and what we are doing to try and clarify the position.

The responsibility for hedges and ditches from Melsome Road junction with the A3012 to C Site Gate appear to belong to Defence Estates and we have contacted them to establish when they will be available to clear the ditches.  I can’t give you a specific date, but I am pressing for their engagement and will let you know when I have something.

As far as the ditch that runs parallel to Pintail Court playing field, and the area of land next to interceptor H at Bradenstoke (referred to as a substation in the e-mail) is concerned (including the B4069 at Bradenstoke Junction), I can assure you that this is not MOD land, so we have approached Wiltshire council legal team to establish whether ownership is theirs.  We await their decision, but in the event that they are unsure, or refute ownership, we will arrange for Defence Estates to approach the Land Registry in order to clarify ownership.

Turning to the issue of the water leak at Preston Lane, we were aware of this and it was reported to the MOD contractor on 17 Feb 09, but you’ll be pleased to know that the situation has now been resolved.  Our attention has therefore turned to the speed hump, but as this hump is not the Station’s responsibility so we have had to refer the matter to Defence Estates for resolution but will continue to press for action.

However, I am unable to provide you with a map of the Station boundary and would be reluctant to do so given the likely inaccuracies contained on it.  I am, however, more than happy to continue to address any concerns you might have, but would ask, as previously indicated in my e-mail of 11 February 2009, that you use the minutes of the Parish Council to report these matters and thereby provide a clear audit of information requested and action taken.

Finally, in answering Cllr Lightowler’s observation regarding a fuel leak on site, a leak from an underground fuel pipe was identified on 21 January 2009.  All provisions were made to prevent any pollution to the environment through close liaison with Wessex Water and the Environmental Agency.  We are currently working alongside the Environmental Agency and the MOD Contractor in re-commissioning the pipeline and preventing any further leaks.
