4. RAF Matters:

[Top]

WC Snell updated the Cllrs present on issues raised at the February meeting, his update will be attached to the minutes for circulation. Mr Humm asked the RAF when they were going to issue a definitive boundary map, WC Snell stated that there are inaccuracies on the current map, therefore not willing to distribute. Flt Lt Pountey reported that the RAF estate at Lyneham has reduced in size through the transfer of utilities to contractors.
Cllr Potter requested contact details for WC Snell, as the main telecommunications cables to the camp go through Cllr Potters land, concerns re damage to cabling.
It was reported that 2 trees with TPO have been cut in Pintail Court. RAF to check with their contractor.
Station Commander has asked the Parish if they would like a Hercules aircraft when the RAF leave. Lyneham to replace the Comet aircraft.


5. To Receive Public Questions:

Dist Cllr Bucknell was thanked for her support of the Parish and wished well in the One Council Election in June.


6. Police Matters:

[Top]

PC Porter thanked the Parish for the letter of praise sent to the Chief Constable in support of the local Policing team. Cllr Lightowler stated that the banning notices and policing have had an effect in the Aeropark.


7. Matters Arising from Previous Meeting:

1. Cllr T Webb will look into Deeds from the sale of land on Calne Road, to establish ditch ownership. Appointment made with Solicitors.

2. Clerk reported that the request to Highways for A3102 ditching to be drained has been refused, also the provision of a grit bin in Pound Close refused.


8. Public Toilets:

Transfer documentation registered with the Land Registry, now completed. Two quotes have been received to upgrade toilets, these have been forwarded to NWDC, no response received as of yet. Cllr Lightowler will update progress at next meeting. Clerk has started the transfer of utilities, water and sewage, electric, hand dryers and sanitary disposal.

It was noted that some residents in St Marys Close were concerned about the access to the LPG tanks during planned building works. Clerk to contact Planning department.


10. Highway Matters and Transport:

a) Seats and Bus shelters - the Birchills have requested the old Lillybrook shelter to be moved. Cllr T Webb to action.

b) Maintenance Issues in Pound Close (including Ditch)
The Clerk read out the stated received from Westlea Grounds Maintenance Team: Considerable money has now been spent clearing the ditch and embankment between these 2 plots of the brambles, elder , ivy and undergrowth. Given that the area is to a large extent relatively in accessible and unseen , there are not plans to do any further major works in the near future, however we will periodically over the coming months spray the brambles and scrub to keep them at bay. There was substantial evidence that the area has been abused by those who bordered the area over a number of years. We have opened up the habitat and cleared most of the debris removing both the threat of ingress into the adjoining gardens and a viable habitat to support undesirable rodents, whilst at the same time clearing the ditch of foreign objects, blockages and overgrowth thus reducing the potential flood risk.

c) Hedging and Ditching -
1) Hedgerow between Allotments and Church Park have been completed.
2) Melsome road Hedges and Ditching to C side gate, this to be undertaken by MOD Contractors.


11. Play Area & Open Spaces:

a) Lyneham Green - No issues

b) Play Area Updates inc Safety Inspections (Pound Close - Cllr Potter,  needs grass cutting and general tidy up. Clerk shared with Cllrs the costs for Steve Aplin to upgrade swings, shackles , all agreed to award work to Steve Aplin.  Bradenstoke - Cllr J Webb, small hole in junior swing, crack on step thread of mulitplay, and grass growing through bark chippings. Aeropark - Cllr T Webb - Balance beam still not replaced by Defence Estates.

c) Bradenstoke Dog Walking Field, Cllr Lightowler has made contact and advise that this is unacceptable, as field is for use of residents of Lyneham and Bradenstoke.  Concern over dog mess not being cleared.


12. Allotments:

a) There are 14  people on the waiting list.
b) Request for the provision of a water butt, Cllr Potter to look to provide a barrel/tub.
c) Provision of further water butts and rental increase to be noted on agenda for next meeting.
d) Cllr Palmer requested that another Cllr share the responsibility of the Allotments.

14. Councillors’ Observations & Items for Next Meeting:

Cllr J Webb - Finger posts replaced, and to advise Clarence that when maintaining Clack Hill road, signage needs to be placed at both ends of access road.
Cllr Jardine- Dog mess signage to be placed along public footpath near to Bakers Field - Clerk to contact Dog Warden.
Cllr Palmer- has contacted English Heritage regarding maintaining the War Memorial in Bradenstoke.
