Minutes signed and agreed a true record of the meeting. Proposed
by Cllr Jardine, seconded by Cllr Potter. All were in agreement. |

4. RAF Matters: |
|
|
A question was received from Andy Humm regarding the upkeep
of the estate prior to the departure of the RAF, Cllr Lightowler
will draft a set of questions to review as a Council prior
to discussion with Defence Estates. These will cover, 1)
security presence 2) point of emergency contact 3) regard
to use of buildings. Cllr Jardine asked of the effect on
the precept, if military housing is left vacant? Properties
could be sold off, depending on other military requirement
in Wiltshire.
Definitive Maps are still outstanding - need to be resolved nationally, as land
may be sold off to re-coup revenue nationally. Flying will finish in 2011, therefore
dynamics of the area will change, Lyneham will not be used as a diversion airfield. |

5. Police Matters: |
|
No reports of anti social behaviour since
start of year. Linking in to Battle of Bands competition
to be held in April in Wootton Bassett. |
|
6. Reports from Wiltshire Councillor: |
|
|
Area Board looking at consultation with young people to
identify what is missing from the area, and to get involved
in what is happening.
NAAFI fencing will remain in situ until area re developed. Possibility of affordable
housing, scout and guide hut may be moving onto school land.
Council teams are working hard to repair pot holes, from the recent snow.
Wiltshire Council looking at their current ease of access to the public, are
opening hours correct? Making web site more accurate and user friendly.
A conference is to be arranged for March-May to discuss Lyneham’s future,
to develop contingency plans and to get public input. |

7. To Receive Public Questions: |
|
War Memorial renovations to be completed in
March, when weather improves. Ms Palmer asked if the plastic
posts could be replaced with green oak posts and chain. (
at no cost to the Parish Council) Proposed by Cllr Jones,
seconded by Cllr Jardine, all were in favour to have the
current posts replaced.
Mr White asked on the youth shelter for Bradenstoke, Cllr
Lightowler advised that the necessary grant application form
had to be completed by Mr White to start the discussion process,
then a meeting to be planned for the Easter holidays to ascertain
what facilities would be desired and what the Parish could
achieve. Date to be confirmed at the next meeting. |

8. Matters Arising from Previous Meeting: |
|
|
Litter pick – Cllr Jones has agreed to manage,
as Ms Hughes has resigned from the Parish Council. Ms Palmer
will support in Bradenstoke, Mr Blundell will support in
Lyneham. Wiltshire Council will provide the necessary equipment.
August holiday – Cllr Lightowler proposed that
the Parish Council did not meet in August, unless there was
a specific issue to discuss/resolve. Seconded by Cllr Jones,
all agreed unanimously.

9. Public Toilets: |
|

Payment received from Wiltshire Council. Water bill – another
statement of intent received Direct debit to be set up by
Clerk. |

11. Highway Matters and Transport: |
|
|
a) Highway and Transport matters – Wiltshire Council/Mouchel
Freight study circulated to be discussed at the March meeting.
b) Parish Steward visit – 22nd and 23rd February.
c) Preston Lane request - Cllr Bunney response and proposal for yellow lines
has been accepted by Wiltshire Council.
d) Traffic survey update – Cllrs Ball & Potter. Cllr Lightowler to
contact Cllr Ball. |

12. Play Area & Open Spaces: |
|
|
a) Play Area Updates inc Safety Inspections - Pound Close
not completed by Cllr Lightowler. Aeropark and Bradenstoke
completed, no major issues to report. Lisa Mitchell confirmed
that funds have been made available by the RAF to provide
play equipment in Melsome Road. Parish Council had committed
to contribute £7,500. Proposed by Cllr J Webb, seconded
by Cllr Webb, all were in favour. Lisa Mitchell also confirmed
that the play area in Slessor Road may also have an upgrade
at no cost to the Parish Council.
b) Play area strategy – meeting to be planned
for the Easter holidays to ascertain what facilities would
be desired and what the Parish could achieve. Date to be
confirmed at the next meeting. |

13. Allotments: |
|
|
a. 1 relet this month. 13 on waiting list.
Cllr Lightowler to write to Mr Whitworth to advise that permission
to put an opening from the play area has been declined, primarily
due to the improved security since closing, it is not what
the majority of allotmant holders want, and Police concerns
on access. Proposed by Cllr T Webb, seconded by Cllr Jardine,
all were in favour. |

14. Finance and Administration: |
|
|
a) Accounts and Budget review - Bank balance HSBC Treasurer

Bank of Ireland Account £3907.62
as at 20 January.
VAT reclaim to end of 2009, £2358.94 awaiting approval and payment.

by Cllr Potter, seconded by Cllr Jardine. All were in agreement.

Cllr Turner asked for the contact details for Clarence 0800
23 23 23.
Cllr Potter stated that there is an excess of dead leaves on The Green, and it
will damage the grass growth. Quote from K Iles to be ascertained. |
