5. Police Matters:

PC Porter confirmed that anti-social behaviour had improved due to the positive action taken in November. It will become less of a priority. There had been a number of snow issues in Pound Close. Reports of bogus police officers in area, please advise vulnerable and elderly neighbours.

There were no questions from the public.


8. Matters Arising from Previous Meeting:

[Top]

The Green – request to purchase an area of The Green by Church End to build a property. If the Parish Council were to consider the request, the land would have to be offered on the open market to satisfy the Charities and Audit Commissions. The Green is classified as a common area; building would not be permitted - under the Common Land Act, as right of access is required.


9. Public Toilets:

Payment for the disabled access work has not been received from Wiltshire Council. Cllr Lightowler to follow up. Toilets were closed for snow disruption for 2 days. Signage supplied outside toilets is in line with the DDA specifications.

11. Highway Matters and Transport:

a) Highway and Transport matters – Wiltshire Council speed review consultation for A and B road – dvd to be circulated and Parish response required by 5th February 2010. Request received from Highways regarding ditching along Chippenham Road, they are doing drainage tests as there is a problem. Request and plans received regarding a parking bay and road markings near ramp on Preston Lane, Cllr Bunney to advise a response to Wiltshire Council.
b) Lyneham Banks – no update available
c) Traffic survey update – Cllrs Ball & Potter. Cllr Potter awaiting contact from Cllr Ball.


12. Play Area & Open Spaces:

a) Play Area Updates inc Safety Inspections - Pound Close and Aeropark not completed due to snow. Bradenstoke – external gate loose.
b) Play area strategy update – Cllrs Jones & Lightowler, Meeting to be arranged.


13. Allotments:

14. Finance and Administration:

a) Accounts and Budget review - Bank balance of  £33,506.77. The Clerk has contacted HSBC, Wootton Bassett to open a new Community account to transfer funds from Bank of Ireland, all 4 signatories need to attend with proof of identity. Meeting on 14th  January 2010 at 10.30am. The current bank account will be kept open to the end of the current year, to ensure all cheques are cleared. Proposed by Cllr Jardine, seconded by Cllr T Webb.
