4: RAF Matters: |
|
| a) To welcome RAF representative -
The Chairman welcomed
Wing Commander Dave Collinson to the meeting.
The Wing Commander reported as follows:
Health
and Safety letter - the letter had been distributed
to some 7,500 households.
Hedges in Preston Lane -
if not already trimmed they would be shortly.
Drainage
problems - further clarification as
to ownership was required but the RAF would help wherever
possible. Speeding through the village - due to the use
of speed cameras 149 cars had been stopped and 18 drivers
prosecuted.
Red Arrows - As part of pre-season training the Red Arrows
would be coming to RAF Lyneham from 28th February to 1st
March.
b) To receive questions on RAF matters -
Speeding through
the village - A resident asked if speed tests could be used
in the evenings since he believed youths had taken to driving
at speed through the village. The Wing Commander said he
would bear this in mind.
Low flying aeroplanes - a resident
believed that there had been times when Hercules had been
flown at less than 1,000 feet. Wg Cdr Collinson said the
planes were subject to normal flying regulations but he would
investigate.
Problems with telephoning the Base - the Wing
Commander gave out details of his office telephone number.
On behalf of the Council the Chairman thanked Wg Cdr Collinson
for his report.

5. To Receive Public Questions: |
|
| Farthing Lane - the lane was impassable due
to mud. The resident had reported this to Clarence and it
was agreed that the Clerk should seek to progress the matter.
It was noted that the Vice-Chair had also complained about
this.
Damage to property - several properties had been vandalised
and the resident had spoken with PCs Jarra Brown and Hulme
who had suggested that CCTV could be borrowed/shared. District
Cllr Bucknell agreed to look into the matter. Miss Mitchell
said that County council youth workers have a statutory obligation
to cover Lyneham and they should be speaking with the local
youths. The Chairman introduced PC Hulme to the meeting.
PC Hulme asked residents to keep reporting incidents which
would be logged and would bring Lyneham to the attention
of the police. He and PC Jarra Brown would pool resources.
Meeting car parking, a resident complained about those in attendance
at the meeting parking their cars on the footpath outside
the
hall. This
was noted.

6: NWDC - decision to close public toilets: |
|
The Chairman introduced Cllr Tonge who
had experience in this matter through Colerne Parish
Council. In a survey of Colerne the majority of residents
had wished to take over the public toilets from the
District Council and Colerne Parish Council had therefore
agreed
to do so.
Cllr Tonge said the new owner must accept the employee
who is already responsible for delivering the service,
under the same terms and conditions of employment as
they are on with the District Council . However it
is the employee’s responsibility and not the
parish council’s to provide transport to and
from work. Colerne had not had to deal with this since
the employee had left and the parish council was free
to deal with employment issues as it wished and in
fact the employment hours had been reduced. If Lyneham
wished to reduce the hours they should contact NWDC
who would put this to the employee. It was agreed to
find out if the present employee for Lyneham would
be interested in continuing the work. Action: Clerk
Cllr Tonge also suggested that Lyneham could question
what improvement works were required. Colerne would
only undertake about half the work suggested by NWDC.
On behalf of the Council the Chairman thanked Cllr
Tonge for his advice. IT WAS MOVED THE CHAIRMAN, SECONDED
CLLR POTTER AND RESOLVED UNANIMOUSLY: "To arrange
a public meeting to be held at 7pm immediately prior
to the next Council meeting on 13th
February."
It was generally agreed to hold the meeting in Lyneham
instead of Bradenstoke. The Clerk is to arrange this
and organise posters advertising the meeting. Action:

7. Matters Arising from Previous Meeting: |
|
a) Update on lights at Bradenstoke T junction
- Mr Wright had complained about the Council’s purchase
of the lights. A director of Marlec Engineering had answered
the complaint and it was generally agreed to pass on a copy
of the letter to Mr Wright. Action:
Clerk The Chairman and Cllr Ball are to change the hours on the timers.

b) Notice board repairs - Cllr Bunney would put up the notice
board. Action: Cllr Bunney
c) Further consideration of Council’s own website
- Cllr Lightowler was not present.
d) Request for memorial bench for Mr Stanley Taylor - Awaiting
action by Mr Brannick.
e) New parsonage plans: Request for access across Lyneham
Green - The Deed had been completed and the sum of £3,500
plus costs received by the Council.
f) Ditch clearance adjacent to Pound Close - Cllr Webb would
provide plans for the next meeting. Action: Cllr Webb

8: Planning: |
|
| a) Update on recent planning applications
- The Chairman reported on recent applications. Cllr Bucknell
informed members that an Urgent Works Notice would be served
on the owners of 93/94 Bradenstoke.
b) NWDC: Clean Neighbourhoods & Environment Act 2005
Briefing: Cllr Ball to attend. Action: Cllr Ball
c) Planning Training Session report: The Chairman and Cllr
Ball reported on the session.
d) Application for tree surgery to trees on Lyneham Green:
It was noted that regulations stipulate applications for
tree surgery must be made annually. The Clerk is to apply.

9. Highway Matters & Transport: |
|
a) Request for bus shelter at entrance
to Lillybrook Estate - Awaiting permission from Wiltshire
County Council.
b) Vandalism to Preston Lane bus shelter and seat - It was
noted that the seat had still not been removed. The Chairman
would check with the resident involved. Action: Cllr Petch Amended quotations to concrete in the bench seat at Bradenstoke
corner had been received as follows:- MacVenture Play £65
+ VAT, K Iles £60 + VAT, R Harper £50.
IT WAS MOVED CLLR WEBB, SECONDED CLLR BUNNEY AND RESOLVED
UNANIMOUSLY: "To accept the quotation by Mr Harper to concrete in
the bench seat at Bradenstoke corner for the sum of £50."
c) WCC: Works by Parish Steward - It was generally agreed
to ask the Steward to undertake the following works - clear
leaves in gutter by Post Office on Chippenham Road; fix signs
for Pound Close and Webbs Court; weeds cleared from pavement
at The Hillocks. Action: Clerk
d) Overgrown footpath from Preston Lane to Slessor Road
play area - Awaiting a response from Annington Homes.
e) Complaint re. HGV waste lorries’ use of B4069 Lyneham
Banks Road - Viridor had already written to Mr Humm on this
matter. It was agreed to seek details of the Alan Price lorries
handling bulk waste. Action: Clerk
f) Concerns re. roundabout at Preston Lane - WCC had completed
the works.
g) Other maintenance issues: Speed
limit orders - these
would be operative from 15th January.
Requests for highway schemes - WCC had received
the following requests for works and asked which would
be supported by
the Parish Council: Melsome Road, Lyneham - Pelican Crossing;
Pound Close/Webbs Court, Lyneham - 20 mph zone traffic
calming; A3102 Lyneham - Pedestrian Crossing (near BP garage).
It was generally agreed to support all except the traffic
calming scheme. Action: Clerk

10: Play Areas and Open Spaces: |
|
| a) - Play area strategy - Cllrs Jardine and
Lightowler were not present.
b) Play area - replacement litter bin - Cllr Lightowler
was not present. Action: Cllr Lightowler
c) Vandalism to barrier between Bradenstoke Play Area and
Allotments - The Chairman would deal with this matter shortly.

d) Quotations for sign at Bradenstoke play area entrance
- The following quotations to supply 3 2ft square aluminium
signs and posts had been received: System Signs Ltd - £57.60
+ VAT; Chris Drewett £145 + VAT.
IT WAS MOVED CLLR WEBB, SECONDED CLLR TURNER AND RESOLVED
UNANIMOUSLY: "To accept the quotation by System Signs Ltd to supply
3 2ft square aluminium signs and posts for the sum of £57.60
+ VAT."
e) Councillor inspection of play equipment - Cllr Bunney
reported on the inspection. It was noted that the small climbing
frame and goal posts at Bradenstoke play area were not on
the list.
f) Quotations for works to play areas detailed in RoSPA
report -
Pound Close - Refix football goal, descale 2 junior swings,
cradle swings & Multiplay & coat with paint - K Iles £400
+ VAT, MacVenture Play £480 + VAT . To remove shackle
bolt & check wear for 2 junior swings and replace if
necessary - K Iles to be advised; MacVenture Play £35
+ VAT.
Bradenstoke - Refix loose tile, build up ground levels to
remove trip hazard at Multiplay & cradle swing areas,
rake ground, remove & treat excessive weed growth - K
Iles £160 + VAT, Mac Venture £270 + VAT. (It
was noted that the MacVenture quotation included re-seeding
whereas K Iles quoted for spraying). Neither contractor had
given a price for a replacement part for Multiplay rope ladder
since the Parish Council will need to purchase this.

b) Actions to be taken: Mr Wright expected that the Parish
Council should keep clear all areas of the Green owned by
the Council. It was agreed to deal with his comments. He
also suggested that bus shelters must be provided for children
and Cllr Bucknell agreed to check.

& Items for Next Meeting: |

| Cllr Ball reported rubbish and black bags
in the hedge and around houses at Church Farm Mews. The Clerk
is to report this. Cllr Bunney reported that the lights are
too high over the pedestrian crossing outside the RAF camp,
making it difficult to see pedestrians on the crossing. Cllr
Bucknell said NWDC is in discussion about this.
